Role and responsibilities

The HR Technical Officer is responsible for the HR matters at the Kakuma office.

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention.

  • Ensure provision, awareness and practical advice to all staff on the NRC HR policies and procedures, and their adherence to them
  • Provide technical guidance to client sections, plan, organize and participate in interviews for staff recruitment and advise process of candidate selection, contracting, orientation and confirmation
  • Plan and source staff training in liaison with line managers including for orienting new staff
  • Coordinate clearance of staff separating from the organization including exit interviews and final dues payments
  • Ensure maintenance of an effective, efficient and up to date staff records and filing system including contracts, leave, medical, awards, discipline, archiving, etc
  • Ensure timely remittance and proper filing of all statutory deductions such as NHIF, NSSF, PAYE, Insurances and Pension
  • Process and follow up claims for medical cover and insurance
  • Ensure timely processing of the National staff and Incentive monthly payroll
  • In consultation with the AM, provide technical input and be the focal point in addressing Employee Relations issues including staff grievances, disciplinary measures, etc
  • Plan and advise on the staff performance management and appraisal calendar and content
  • Prepare periodic HR reports and planning projections for submission to Nairobi office
  • Review and approve Incentive Workers contract contents
  • Maintain full up to date records and archives of employee files and other documents
  • Supervise, appraise and offer guidance to the National and incentive cooks
  • Regularly, review performance of staff under line management (conduct work/Development Plan meeting, mid-term review, end-term review and provide regular feedback
  • Ensure proper planning of staff welfare food budget and provide guidance to welfare committee in the monthly food procurement.
  • Any other tasks as may be requested to perform by the line-manager or other senior managers.

  • Experience from working as a HR Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts

  • Good knowledge of English

Required Qualifications

  • Bachelor’s degree or Higher National Diploma in Human Resources Management with 5 years’ experience
  • Understanding of the relevant laws and statutory requirements
  • A National Certificate in Employee Counselling
  • Good communication and interpersonal skills
  • Wide knowledge of the NGO operations and the dynamics of the humanitarian sector
  • Strong personnel administration orientation
  • Keen sense of compliance with policy and procedure
  • Good employer- employee contract negotiation skills
  • Personal conflict resolution and problem solving skills
  • Strong organizational and team working skills
  • Good cultural and awareness and sensitivity
  • Basic employee counselling skills
  • Highly approachable, trustworthy and confidential
  • Good computer application skills in Microsoft Excel, Word, PowerPoint, database and network communications
  • Must be Member of IHRM
