Background    
     
   

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization’s longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance and transnational threats and organized crime.

Advanced electronic systems and services are essential for full implementation of the OSCE Mission to Skopje’s mandate, with the sole objective of fully meeting the requesting program’s operational requirements, service accessibility and availability, and e-tools to achieve OSCE’s or donor organization’s goals.

With the aim to strengthen the ICT Division’s capacity to develop and support multiple electronic systems and services, the Mission is looking to engage an ICT Assistant, Software Development, under a short-term appointment. 

     
Tasks and Responsibilities    
     
   

Under the supervision of the National ICT Officer, the short-term ICT Assistant, Software Development, will assist the ICT Section in the day-to-day activities, particularly in relation to maintenance and further development of Mission’s information systems, more specifically:

  1. Provide technical advice and assistance in needs assessment and requirements analysis of software solutions for the Mission to Skopje and OSCE wide;
  2. Collaborate with internal Mission to Skopje and OSCE teams on designing new software systems and architectures;
  3. Write clean, scalable code using .NET programming languages;
  4. Test and deploy applications and systems;
  5. Revise, update, and debug codes;
  6. Improve existing software systems in the Mission by bringing creative ideas and development of new features;
  7. Develop documentation throughout the Software Development Life Cycle (SDLC);
  8. Serve as a focal point for end-user assistance on software applications related issues and provide technical support;
  9. Support the preparation of Terms of References (ToRs) for programmatic project’s tenders, technical specifications, technical review of quotations, and advise on implementations;
  10. Provide data and statistics on projects and software related service tickets;
  11. Participate in meetings with internal stakeholders, potential or existing suppliers or service providers; draft minutes when required;
  12. Perform other duties as assigned.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • Completed secondary education, supplemented by training in any of the programing tools: .NET, VB, C#, ASP.NET or similar;
  • Minimum 3 years of relevant working experience in the area software development, database maintenance and system support;
  • Strong knowledge of .NET 4.5+, C#, ASP.NET MVC/.NET Core, WebAPI;
  • Strong knowledge of current web development languages – HTML5, CSS3, JavaScript;
  • Experience with relational Database (Oracle) is an asset;
  • Knowledge of SharePoint platform is an asset;
  • Familiarity in using Agile Methodologies, Scrum;
  • Experience in working with Source control;
  • Knowledge of the Bootstrap framework;
  • High motivation and willingness to work within tight deadlines;
  • Ability to establish and maintain a constructive working relationship with internal stakeholders and partners;
  • Ability to draft concise and well-formatted documents;
  • Excellent written and spoken communication skills in English and in local languages;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective work relations with people of different nationalities, religious and cultural backgrounds

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is approximately EUR 1,183.00.

Social benefits will include participation in the Cigna medical insurance.

The engagement is foreseen for a period of around 6 months.
