The International Assistance department is responsible for all Netherlands Red Cross (NLRC) international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.

The International Assistance department has opened a vacancy (contingent upon funding) for an Information Management Delegate with Cash experience, based in Aruba, Curacao or Sint Maarten.

Position title: Information Management Delegate (Cash)

Time period: 3 to 6 months (depending on confirmation of funding from the donor)

Purpose of the position

The Information Management (IM) Delegate (Cash) will contribute to a humanitarian project to prevent and mitigate the consequences caused by the socio-economic impact of the COVID-19 pandemic in Aruba, Curacao and Sint Maarten. The relief operation focuses on providing food and hygiene items to the most vulnerable people according to the Red Cross principles and international standards.

The IM Delegate will provide technical advice and help maintain and improve information products and processes and support data lifecycle activities for relief, cash and e-voucher assistance. The IM Delegate will support both the local Red Cross organization as well as the coordination platform and the other implementing partners, including in support of effective and efficient monitoring and reporting.

The Cash program has been set up on each of the islands. The focus on the next phase of the operation is to maintain the systems and procedures (continuity) and further improve procedures (efficiency), e.g. interfaces between the various systems (EspoCRM, Kobo, Red Rose, etc) and organizations (deduplication of beneficiaries); and improving data quality through analysis of the current data flow.

Background

The Netherlands Red Cross (NLRC) has branches on 6 Caribbean islands (Aruba, Bonaire, Curacao, Sint Maarten, Saba, Sint Eustatius). These branches are part of the NLRC and focus on direct emergency aid after disasters and the provision of assistance to vulnerable groups on the islands. Aruba, Curacao and Sint Maarten are independent countries within the Kingdom of the Netherlands. In March 2020, these three islands experienced their first COVID-19 cases. The population of these islands is for its livelihoods very dependent on tourism, which has been heavily impacted by the current COVID-19 pandemic. Many people were already vulnerable, and have now become even more vulnerable due to a loss of their source of income. To support the most vulnerable people in Aruba, Curacao and Sint Maarten with their acute food & hygiene needs, NLRC started rolling out a relief operation in May 2020 funded by the Dutch Ministry of Interior Affairs. The main component of this relief operation is a Cash (through e-voucher modality) distribution to selected beneficiaries. Also distribution of food parcels and ready-to-eat meals are part of the operation. For the latter, the operation has also contracted local implementing partners.

For Aruba and Sint Maarten the Cash distribution is done through Red Rose cards. On Curacao the distribution is done through the Kuario system. On all three islands the beneficiary registration is managed through EspoCRM (hosted by NLRC).

Position in the organization

The IM Delegate will report to the Relief Delegate. The programme is set up to have IM delegates in each of the three locations of the programme. Due to the regional component, the IM delegates will remain in close contact with each other and with the Regional Programme Coordinator based in Curacao and the NLRC 510/ data team in The Hague. The IM Delegate will also be in close contact with either the head of mission or the branch manager.

Summary statement and responsibilities

CASH & DATA PROCESS:

· Documentation and dissemination of the e-voucher process specific for the operation.

· Continue and further improve the chosen set-up of the data processes related to the Red Rose or Kuario e-voucher modality, including beneficiary registration, beneficiary selection, beneficiary management system ( EspoCRM), cash transfers and the other modalities that complement the e-voucher component.

· Identifying, contextualizing and disseminating Cash tools that are beneficial in the existing cash set-up (e.g. Cash in Emergencies toolkit, NS specific tools) in coordination with the Relief Delegate.

· Support cash/in-kind advocacy based on feasibility within the specific context and strategy.

· Provide guidance and support in determining data protection considerations in the collection, management, storage, and sharing of data related to the cash/in-kind distributions.

· Support distribution & encashment planning.

· Monitor day-to-day operation and ensure all procedures are adhered to.

· Assist and advise on data deduplication process with partner organizations.

RELIEF PROCESS

· Support the local Red Cross branch or mission and implementing partners improving their data flow procedures for the Food Parcels and Ready-to-Eat meals distributions.

DATA COLLECTION:

· Assist with carrying out additional primary data collection as a result of gaps identified.

· Further assist and contribute to design and planning of distribution/encashment.

· Gather data on vulnerability for targeting. Apply vulnerability, geographic data to assist with applying targeting criteria and determining final targeting allocations by geography. Highlight analysis.

· Design and develop data collection forms (e.g. beneficiary registration, PDM, exit-survey).

· Support partner organizations in collecting cash & voucher assistance data.

ANALYSIS

· Support analysis of data such as priority needs, response analysis, transfer value calculation, decision making matrix, market & price monitoring, PDM analysis, complaints & feedback data analysis.

· Support with the set-up of an indicator tracking table and ensure that the table is updated on a monthly basis by all relevant partners.

REPORTING

· Assist in preparing or generating reports.

· Aggregating and visualizing planning, distribution, and monitoring data.

· Support reconciliation of cash assistance data.

· Disseminate cash-related information to internal and external stakeholders (IFRC operations, government, coordination bodies, etc.).

COORDINATION & SUPPORT

· Coordinate with the Relief delegate, Regional Program Manager, other Cash IM delegates (Aruba, Curacao and Sint Maarten) and Information Management Officer (where applicable).

· Support coordination platform, Red Cross and local partners in M&E activities.

CLOSURE & TRANSITION:

· Assist in preparing for Audits (design and implementation decisions, evidences including complete financial reconciliation).

· Assist in Lessons Learning Reviews, analysis of data to help evaluation of program.

CAPACITY BUILDING

· Develop materials to help train local Red Cross staff/volunteers on Cash IM.

· If local partners so desire, develop materials to train staff/volunteers on Cash IM and conduct trainings.

Requirements/Qualifications

· University degree in relevant areas such as Information Management, Disaster Management, IT/Computer Science, Finance, GIS/Geography, technical qualification or equivalent experience;

· Minimum of 2-3 years of experience in Information Management and Data Management including collection, storing, processing, and analysing data to generate information products;

· Experience with data collection tools such as ODK/Kobo;

· Strong Excel skills;

· Ability to compile and holistically analyze diverse datasets;

· Proven skills to analyze statistical information;

· The ability to collect, collate, analyze, disseminate and act on key humanitarian information is fundamental to effective response;

· Knowledge and understanding of relational data theory (e.g. linking datasets);

· Demonstrated understanding of different data collection methodologies;

· Ability to formulate IM-related technical requirements and Operating Procedures;

· Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;

· Experience with handling confidential data is an advantage;

· Experience with cash programme management tools such as RedRose is an advantage;

· Cash Level 2 Training and Practical Cash in Emergencies Training (PECT) is an advantage;

· Experience with databases such as SQL, Oracle, MS Access is an advantage;

· Experience with CRM systems such like EspoCRM is an advantage;

· Experience with data visualization tools such as Tableau, PowerBI is an advantage;

· Experience in emergency humanitarian operations is an advantage;

· Experience in supporting or running cash and voucher assistance programmes is an advantage;

· Experience in disaster relief distributions is an advantage;

· In-depth knowledge of the latest technological developments in information technology and information system is an advantage;
