Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.
UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.
In particular, UNICEF will work so that:
- Every child survives and thrives — being in good health, immunized, protected from polio and accessing nutritious food.
- Every child learns.
- Every child is protected from violence and exploitation and registered at birth.
- Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

How can you make a difference?

To make a difference, you will be accountable for the following tasks and deliverables:
Tasks:
- Support SE&LD to develop an operational plan for CPD piloting in six clusters in Sindh Province. This includes feedback from provincial and district level education officials, headteachers and teachers;
- Lead and quality assure the development of a rapid needs assessment and baseline of current CPD policy, model and modules, manuals and training materials which will support the CPD policy and clustering implementation including:
I. Analysis of current policy, model and current training plans, modules and materials for training of key provincial and cluster staff conductedII. Preparation of a roadmap for preparing/updating modules, manuals and guidelines.
- Development of a strategy and tools for a Training Needs Assessment (TNA) in line with Teacher Professional Standards and career path to support decentralization of clusters. This includes classroom observation toolkit, teacher self-assessment, teacher action plan templates;
- Lead the development of, and quality assure training plans and exemplars of modules and manuals to train staff at provincial and district levels (including cluster heads, guide teachers and subject coordinators). This includes leading material development workshops and participatory technical working group meetings and development of exemplars and models.
- Lead and quality assure the development of a package of training materials to train field coaches who will model and coach cluster hub headteachers, guide teachers and subject coordinators. Lead training to field coaches;
- Support SE&LD to develop monitoring and evaluation framework to ensure quality implementation of CPD policy. This includes progress tracking mechanism including all tools and templates, data collection and training for data collectors in the field.
- Implementation plan for the decentralised cluster-based TTRCs through consultations and review of best practices.
- Lead and quality assure all guidelines, training manuals and training of all processes, materials and training including focus on gender equity; and
- Evaluation of pilot cluster implementation and preparation of an roadmap with recommendations for full-scale rollout of CPD in Sindh province.
Deliverables:
- Developed and submitted operational plan for CPD piloting;

Prepared needs assessment report and Prepared roadmap;
- Prepared strategy and needs assessment toolkit;
- Prepared and submitted detailed training plan and exemplars of modules and materials;
- Package of training materials to train third party field coaches;
- Developed and submitted monitoring and evaluation framework, including progress tracking mechanism and all tools and templates.
- Implementation plan for the establishment of TTRCs;
- Prepared guidelines and training for quality assurance including gender equity. Training of master trainers to rollout quality assurance training at provisional and district level;
- Evaluation report of pilot cluster implementation and roadmap for full scale roll-out.
To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in education;
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. - A minimum of 8 years of education and experience in policy and practice in teacher education. Including experience in teacher professional learning, teacher training, teacher professional standards linked to career pathways, coaching and mentoring

Experience in materials development including devising modules, manuals and training plans,quality assurance

Experience in monitoring and evaluation of programmes, including preparing progress tracking mechanisms, data analysis and report writing

Substantial experience of working in Education in a development context, specifically Pakistan, an advantage

Willingness to accept the assignment at short notice;

Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

NOTE:

- The consultant will be based in Karachi
- The level of consultancy is equivalent to P4.

- HEC Attested and verified degrees are a pre-requisite for employment at UNICEF. Candidates will be required to present attested and verified degrees.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
