Scope of work:
In Somalia Somalia, the frequency and intensity of climate-related disasters, especially droughts and floods, have been steadily increasing. Since the early nineties, Somalia has experienced 30 climate-related hazards compared to 10 between 1970 and 1990. In the fragile and highly vulnerable context of Somalia, the capacity to cope with even minor shocks is extremely limited. In the current situation, the country is facing an acute convergence of humanitarian challenges, any one of which could trigger a drastic increase in humanitarian needs.
In this context, UNICEF Somalia is working on a proactive approach to actively prepare for and respond to disasters using data-driven, early warning tools.
Project titled ‘Risk Informed Response’ aims to build an inclusive, integrated multi-hazard early warning and early intervention system by deploying a data-driven, decision support system. RIR increases capacities for generation of information (statistics and different data) on natural and other disasters through the development and regular updating of risk maps from flood, drought, La Nina …. etc. the whole territory of Somalia
Thus, the objective for this consultancy is to evaluate the existing system and migrate to an integrated, open-source, cloud-based platform that could serve all sectors and enable informed decision making

To qualify as an advocate for every child you will have…
- A Bachelor’s degree in Geographic Information Systems, Computer Science, Information Technology or related field
Knowledge/Expertise/Skills required:
- At least four years of experience working with open-source GIS technology
- Strong Python skills (experience with libraries such as NumPy and Panda are an asset)
- HTML/SQL Coding skills
- Experience integrating RESTful APIs with interfaces
- Experience with data analytics and data visualization
- Experience with scripting, shell environments, and version control systems is an asset
- Knowledge of geospatial data sources for disaster preparedness and response is a plus
- Spoken and written fluency in English
