Background    
     
   

The OSCE Mission to Montenegro provides assistance to the host country to institute reforms and further strengthen democratic development in line with the OSCE’s commitments and principles. The Mission works with the national and local authorities, civil society and the media, in order to build media professionalism.

Taking into account that students of Journalism Department at the Faculty of Political Science gain more theoretical knowledge during their studies, and very little practice, the Media Programme supported development of a needs assessment in 2019 which resulted with the report Media Training Models for Practice-oriented Journalism Education in Montenegro. This document identified shortcomings within the education of journalists in Montenegro and what should be done in order to overcome those shortcomings, proposing concrete models. Following the assessment results, the Faculty for Political Science established the Centre for Media Research and Training in 2020.

The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for a temporary consultancy post of International Consultant on Project Management, who will be tasked to prepare and deliver in-house training on media-related project proposal writing and project management. The purpose of the consultancy is to provide the management of the Department of Journalism with the necessary knowledge and skills to develop projects proposals that are sound and convincing enough to attract donors, while at the same time gender and youth mainstreamed. This will allow Faculty for Political Science to keep newly developed Centre for Media Research and Training sustainable.

     
Tasks and Responsibilities    
     
   

Under the guidance and in close cooperation with the Media Programme Manager of the OSCE Mission to Montenegro, the International Consultant will be required to perform the following tasks:

  1. Prepare material for 6 full days of in-house training on Project proposal writing, for approximately 7 representatives from Journalism Department, of minimum 10 slides, in English language, work from home, by July 3, 2021;
    Training programme material should cover all segments of a proposal explained and described through definitions and examples, along with the plan how to work with participants interactively in order to allow them to write their own project proposal drafts by the end of the first part of the training;
  2. Deliver the first part of the training – 6 full days of in-house training for approximately 7 representatives from Journalism Department, on project proposal writing, in English language, by July 11, 2021, in Podgorica;
  3. Submit a training report and evaluation from the first part of the training (in addition to evaluating the knowledge of the trainees and the progress they have made, the report should also contain an overview and assessment of their project ideas prepared during the training, as well as specific recommendations for improvement), of min. 3 pages, in English language, work from home, by July 13, 2021;
  4. Prepare material for 6 full days of in-house training for approximately 7 representatives from Journalism Department, on project management, evaluation and monitoring of minimum 10 slides, in English language, work from home, by July 16, 2021;
    Training programme material should cover of all segments of project management, evaluation and monitoring cycle, as well as interactive exercises in order to encourage representatives from the Journalism Department to participate and share their own ideas and proposals on how to implement projects, what steps to undertake and how to report on it;
  5. Deliver the second part of the training – 6 full days of in-house training for approximately 7 representatives from Journalism Department, on project management, evaluation and monitoring, in English language, by July 25, 2021, in Podgorica;
  6. Conduct a brief desk research and submit a list of funds to which the Faculty of Political Science is eligible to apply, with brief information about the funds – what do they finance and what they are focused on, within a document of min. 2 pages, in English language, work from home, by July 28, 2021;
  7. Submit a comprehensive training report and evaluation for both training sessions (in addition to evaluating the knowledge of the trainees and the progress they have made, the report should also contain recommendations on what needs to be approved), of min. 7 pages, in English language, work from home, by July 31, 2021.

Deliverables and performance indicators:

  1. The training material 6 full days training for approximately 7 representatives from Journalism Department, prepared in line with the details set out in the task No 1, of min. 10 slides in English language and submitted by July 3, 2021;
  2. The first part of the training – 6 full days of in-house training approximately 7 representatives from Journalism Department, on project proposal writing, in English language, delivered in Podgorica, by July 11, 2021;
  3. A training report and evaluation from the first part of the training finalised in line with the details set out in the task No 3, of min. 3 pages in English language and submitted by July 13, 2021;
  4. The training material 6 full days training for approximately 7 representatives from Journalism Department, finalised in line with the details set out in the task No 4, of min. 10 slides in English language, and submitted  by July 16, 2021;
  5. The second part of the training – 6 full days of in-house training for approximately 7 representatives from Journalism Department, on project management, evaluation and monitoring, in English language, delivered in Podgorica, by July 25, 2021;
  6. A brief desk research conducted and a document prepared in line with the details set out in the task No 6, of min. 2 pages in English language submitted by July 28, 2021;
  7. A comprehensive training report and evaluation finalized in line with the details set out in the task No 7, of min. 7 pages in English language, and submitted by July 31, 2021.
     
Necessary Qualifications    
     
   
  • University degree in journalism, media, social/political sciences, international relations, law, economy or related field;
  • Minimum 4 years  of extensive working experience in the area of project management, including writing project proposals, preferably with some experience in capacity building;
  • Professional experience in writing training programme outlines or other documents related to project management;
  • Experience in the area of media related topics would be considered an advantage;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Previous experience working with other international organizations would be considered as an asset;
  • Professional fluency in the English language, spoken oral and written;
  • Knowledge of Montenegrin language is to be considered as an advantage.
     
Remuneration Package    
     
    The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
