Consultant Position: International Consultant for Safe Migration in Central Asia (SMICA) to Develop Guidelines, Info-materials, and Training for Frontline Officer and Consular Officers on Countering Trafficking in Persons (CTIP)

Reports to: Chief of Party, SMICA

Location: Remote with possible travel to Kazakhstan in early 2021

Funded by United States Agency for International Development (USAID) and implemented by Winrock International (WI), Safe Migration in Central Asia project (SMICA, 2019-2024) is focusing on building cooperation with local government, private sector and civil society to promote rights-based migration and counter trafficking in persons (TIP), reduce vulnerability of at-risk population to all forms of TIP, and improve identification and assistance to trafficked person.

Visa-free travel agreements with other Central Asia countries as well as proximity to these countries motivate many Uzbek, Tajik and Kyrgyz nationals to pursue employment in Kazakhstan, which is the second most popular country for Central Asia migrants after Russia. Moreover, Kazakhstan has experienced an influx of migrant workers from Central Asian countries over the past few years due to Russian re-entry restrictions in 2013. In 2016, the number of total registered migrants from Central Asia countries at Kazakhstan’s Migration Service exceeded 1,265,000 people with over 1 million Uzbeks, 150,000 Kyrgyz and slightly less than 50,000 Tajiks.

Kazakhstan is under Tier 2 Watch List of the 2020 US Department of State TIP report which means Kazakhstan does not fully meet the minimum standards for the elimination of trafficking but is making significant efforts to do so.

  1. OBJECTIVE

Within Activity 2.2.2 under Intermediate Result 2 – Vulnerability of at-risk populations to all forms of TIP reduced – of Year 2 Work Plan, SMICA aims to promote the role of frontline officers (namely, labor inspectors, health and education professionals, migration and consular officers) in CTIP in Kazakhstan by enhancing their capacity to recognize TIP signs and indicators, prevent TIP, identify potential victims of trafficking and promote their referrals to relevant services. Trainings for all frontline officers will be conducted by local NGO trainers under SMICA sub-grants in six regions of Kazakhstan. Consular Officer training will be conducted by Ministry of Foreign Affairs (MFA) trainers of their training center.

Winrock International seeks to engage an international consultant to develop Guidelines, Curriculum/Agenda of Trainings based on the Guidelines, and Info Tools (e.g. cards, leaflets with key information that frontline officers can quickly refer at workplaces) for frontline officers; conduct ToT for national trainers and moderate sessions during the trainings for frontline officers (within sub-grants). These trainings are designed for all frontline officers except consular officers. The Consultant will also design and conduct ToT for MFA consular officers. The Guidelines should contain key information on CTIP specifically adapted for frontline officers (e.g. what TIP signs and indicators are, TIP prevention, how to identify potential victims of trafficking and where they may be referred to for services). The Guidelines are envisioned to be one document with one general section and separate sections for each category of frontline officer. The Guidelines and Info Tools should be delivered in simple and understandable format in a structure suggested by the international consultant.

SMICA plans to recruit a national consultant who would work together with and provide support to the international consultant. The selected individual will work closely with the SMICA Kazakhstan Country Coordinator and Project Associate to achieve the desired outcomes.Qualifications:

  • Have a minimum master’s degree (or equivalent advanced university degree) in Law, Political Science, Social Science, International Relations, Development Management and/or an equivalent combination of training and experience.
  • Have more than 5 years of international experience on CTIP and safe migration, particularly in prevention, victim identification and referral
  • Have extensive experience in developing guidelines, curriculum, info materials and conducting capacity building trainings.
  • Experience in working with relevant governmental and non-governmental institutions in Kazakhstan would be a distinct advantage as well as previous experience working in an international organization.
  • Have strong analytical, verbal, and report writing skills in English and Russian (preferably).
  • Knowledge in designing clear messages to ensure their practical usage and application
  • Attention to detail and ability to meet deadlines
  • Ability to think strategically and practically to develop targeted messaging
  • Language: Fluency in English and Russian
