OVERVIEW

Global Communities has operations in countries in Africa, Americas, Asia, and Europe. Global Communities is launching its Year 3 implementation of the Yemen Communities Stronger Together (YCST program).

Global Communities seeks an experienced International Baseline Study Consultant to lead the planning and implementation of the baseline study for the YCST Program. The consultant will refine the study methodology, develop, and finalize data collection tools, analyze collected data, and draft and finalize baseline study reports for a total of 6 communities across Abyan and Lahj governorates. The consultant will report to the Monitoring Evaluation Accountability and Learning (MEAL) Director and will work in close concert with the Monitoring Evaluation and Learning (MEL) Specialist, and the Yemeni national consultant to produce all baseline study deliverables.

We anticipate that the length of the assignment to be 4 months.

Location of Assignment: Telework Consultancy.

Responsibilities

The Consultant will perform the following:

  • Advise on analytical questions and develop a detailed methodology based on review of Year 1 and or Year 2 baseline documents (methodology, data collection instruments, reports and other relevant YCST documents)
  • Advise on additional data to be included in the assessment tool whenever needed.
  • Run analysis and generate reports following agreed upon analysis plan, providing ongoing feedback to YCST on emerging findings and challenges.
  • Prepare draft and final report for each analysis including charts for review; and present key results/findings
  • Run additional analysis as may be needed once initial results have been reviewed.
  • Advise on triangulating results with qualitative and programmatic information.
  • Undertake any other duties relevant and consistent with achieving the study outputs/deliverables

Under the overall supervision of the MEAL Director, the consultant is expected to satisfactorily produce the following deliverables:

a) Inception Report,

b) Data Analysis and Presentation,

c) Debriefing and Validation,

d) Final Baseline Reports,

e) Support the Revision of YCST’s Performance Indicator Tracking Table.

Knowledge skills and abilities

  • Expertise in carrying out thematic studies and evaluations including baseline surveys.
  • Expertise in running analyses and generating reports with examples of previous similar written work required.
  • Demonstrated ability to produce high quality data and present high-quality information within tight timeframes.
  • Demonstrated ability to provide oversight and management in difficult and tense operating environments.
  • Expertise in one or more statistics software packages, including but not limited to SPSS and STATA as well as qualitative data analysis packages.
  • Proficiency in electronic data collection and data cleaning methods.
  • Demonstrated skills in survey design, tools development, fieldwork planning and data collection and data analysis.
  • Demonstrated ability to organize, manage and interpret quantitative and qualitative data and information.
  • Excellent oral and written communication skills in English. Knowledge of Arabic is highly desirable.
  • Excellent report writing skills in English, in a practical, direct, and succinct manner.

Qualifications

The Consultant should have:

  • Advanced university degree in social science, humanities, political science, and related fields preferably in a topic related to international development.
  • Relevant experience a must, preferably in Yemen or Middle East region.
  • Experience with participatory research methods and tools.
