Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.

The International Commission on Missing Persons (ICMP) is the only international organization tasked exclusively to work on the issue of missing persons. Syria/MENA Program ICMP’s Syria/MENA program aims to establish the foundations for an effective and sustainable mechanism to address the issue of the missing in a future post-conflict Syria. The program focuses on the following:

  1. Contributing to increased understanding among victims, civil society and key stakeholders regarding processes, standards and rights of victims and survivors who are involved in accounting for missing persons;
  2. Establishing the conditions to launch a participative process of data collection that empowers and engages families of the missing; and
  3. Increasing the capacity of Syrian families, legal experts and other stakeholders to foster an impartial and law-based approach to accounting for missing persons in post-conflict Syria.

The primary beneficiaries of the Syria/MENA program are families, in particular women, with relatives missing from the conflict, who are currently displaced in neighboring countries and, also where possible, those who are still in Syria.

Position Background

The ICMP Syria/MENA program is based in Beirut, Lebanon and has staff located in Turkey and Iraq. The Logistics and Security Officer will work as part of the program’s small Mission Support Unit and is responsible for providing logistics and security support to the program. In this regard, the incumbent will be responsible for the effective and efficient management of ICMP resources allocated to meet program objectives and for ensuring that adequate safety and security measures are in place to protect Mission personnel, assets and equipment.

Under the overall guidance and supervision of the Head of Program (Syria/MENA), the Logistics and Security Officer’s main duties and responsibilities will include the following:

  • Provide logistics support to the program, including travel services and support to ICMP events and activities throughout the program’s area of operations;
  • Support procurement activities for the program, in accordance with the ICMP Regulatory Framework;
  • Record and manage all equipment and assets to ensure they are properly accounted for and remain operational;
  • Manage program facilities and liaise, as necessary, with landlords to ensure proper maintenance and optimum availability of ICMP offices and utilities (e.g. electricity, water, phone-lines, physical security and building repairs).
  • Advise the HoP on security related matters that affect the program activities, its assets, people and information;
  • Develop and maintain an effective security information management system aimed at identifying potential threats and risks to the mission and its programmatic activities;
  • Develop, maintain and implement the program’s security risk management plan, including provisions for evacuation;
  • Draft program specific security policies and procedures;
  • Plan and coordinate ICMP staff movements within the area of operations, notably to higher risk areas;
  • Draft periodic security reports for the HoP and ICMP headquarters senior management staff;
  • Act as the interface between the program and private security provider(s), if and when they are contracted;
  • Develop and implement a security induction training package for new staff members and review/update security training requirements for all program staff;
  • Conduct periodic physical security assessments of offices and accommodation and recommend cost effective enhancements aimed at safeguarding personnel, assets and information;
  • Performing other related duties as required.

Requirements

  • High school diploma; university degree or professional qualification in logistics, supply chain management, security, risk management or related field desirable
  • At least six years of professional experience in logistics and/or security management, ideally including experience working in, or with, international organizations
  • Knowledge of logistics, supply chain management and security risk management principles and concepts
  • Established ability to identify and analyze problems and to take corrective action
  • Possession of a valid driving license
  • Ability to communicate effectively with senior managers within the ICMP and with officials within the area of operations, while demonstrating sound judgment and cultural sensitivity
  • Ability to build effective relationships with suppliers, representatives of partner organizations and staff
  • Ability to multitask heavy workloads and multiple projects in a challenging environment
  • Ability to lead effectively and transparently in a diverse team environment.

Mandatory Requirements

  • Professional fluency in written and spoken English and Arabic; Turkish desirable
  • Proficiency in Microsoft applications, including Word, Excel and Power Point
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender
  • Ability to travel at short notice and to work flexible hours including weekends and evenings
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.

This is a full-time position with a competitive base salary at the LES 6 level on the ICMP Syria/MENA salary scale, generous paid leave and extensive health insurance benefits for the incumbent and any eligible dependent.

This position is not eligible for expatriate allowances.
