Job Summary

Every employee of IRI is responsible for carrying out the Mission of IRI and demonstrating the core values in their day to day operations.

The Monitoring, Evaluation, and Learning (MEL) Coordinator is primarily responsible for providing data collection, management, organization and analysis support to the projects and program staff in IRI’s Maldives field office. The MEL Coordinator also serves as the coordinator for all reports from IRI’s Maldives office to headquarters in Washington DC and to the funder and works closely with CEPPS partner organizations with programs in the Maldives. This includes collating and ensuring the quality of data reported in Performance Monitoring Plans (PMPs) and all other similar indices across multiple NGOs. The MEL Coordinator will liaise with staff in IRI’s Washington DC headquarters to answer questions and fulfill requests related to MEL activities, data collection and similar issues related to the programming in the Maldives. The MEL Coordinator may also be expected to provide training and capacity building support to IRI staff and partners on MEL topics.

Position Requirements

  • Undergraduate degree in political/social science, international relations or related field. Graduate degree preferred.
  • Minimum two years of professional experience in the international development sector, ideally with experience in data management and analysis.

· Demonstrated understanding of the program theory-based approach to program design, monitoring and evaluation.

· Eagerness to learn details of the MEL process, including both formal and information training opportunities

· Strong organizational skills, execution of tasks, and attention to detail required.

  • Ability to manage diverse activities and to meet deadlines required.
  • Ability to work independently and as a member of a team, coordinate and effectively to meet program goals.
  • Excellent verbal and written communication skills in Dhivehi and English

· Proficiency with Microsoft Office Suite.

· Experience with USAID/USG-funded projects a plus.

· Experience working on democracy and governance projects strongly preferred.

· Familiarity with qualitative data collection and analysis required, familiarity with quantitative data analysis preferred.

Primary Functions & Responsibilities

**

· Coordinate Monitoring and Evaluation across all activities conducted by CEPPS partners in the Maldives and participate in the design and implementation of activities.

· Coordinate and engage with IRI’s program staff in Washington, DC as it relates to MEL requests

· Liaise with members of the DC-based Office of Monitoring, Evaluation, and Learning, as needed or as requested by OMEL, including support for Data Quality Assessments

· Provide technical support for IRI’s monitoring, evaluation and learning efforts, primarily to field-based program staff throughout the project lifecycle, especially during project implementation and close-out

· Work with field and headquarters team to ensure that M&E data and initiatives accurately capture results toward project objectives

· Proactively advise and support IRI staff and partners on all M&E related matters, including proactively communicating M&E requirements, tasks, and expectations to staff

· Maintain a detailed understanding of and lead the IRI-Maldives office in executing all M&E requirements, tasks, and activities in the Maldives. This includes developing and maintaining a master M&E work plan for all active projects in the Maldives.

· Assist IRI staff to carry out all requirements and tasks in MEL plans and indicator matrices (PMPs, etc). This may include but is not limited to: planning for data collection, preparing and piloting data collection tools, collecting data, documenting success stories storing and maintaining data, cleaning and analyzing data and providing MEL capacity building/training support to colleagues as requested.

· Lead data collection and MEL narrative reporting for quarterly and annual reports, including supporting IRI’s MEL role as the Lead Coordinating Partner.

· Lead reporting on program activities, and associated output, outcome, and impact level results; this may include drafting sections of activity, weekly, quarterly or final reports and providing data analysis support to program staff drafting quarterly reports.

· Help ensure that IRI- Maldives’s data storage and data ethics meet IRI and funder standards.

· Assist IRI-Maldives in implementing their learning strategies, including collaboration, learning and adaptation initiatives, after action reviews and reflection sessions, to ensure that data is both reported and used to improve IRI’s program.

· Performs other duties as assigned.
