Building on over 15 years of partnership with and assistance to the justice sector of Timor-Leste, UNDP’s new justice project, ‘Access to Justice portfolio project (A2J project),’ will strengthen its support to the justice and security sectors with a heightened focus on gender justice – increasing access to justice of the disadvantaged groups, prominently represented by women and girls and Gender-Based Violence (GBV) survivors. The A2J project is comprised of three constituent projects, namely, 1) Together for Equality: Preventing and Responding to GBV in Timor-Leste, UN Joint Programme (T4E), 2) Accelerating Access to Justice for All in Timor-Leste (AAJAT), and 3) Human Rights Oriented Prison Enhancement for Gender Equality (HOPE for GE). The scope of work includes i) enhancing access to justice of women GBV survivors (access to legal information, strengthened legal aid), ii) strengthening gender-responsiveness in the sector (survivor-centered and responsive criminal justice processes, increase of women’s representation in the legal profession), and iii) correctional facilities in line with the human rights standards and female inmates’ special needs. The project is funded by KOICA and UNDP Headquarters and complements the EU-UN Joint Program on intimate partner violence (Spotlight Initiative). |

Duties and Responsibilities |

Objectives of the Assignment and Scope of Work With the technical skills of the Media Contents Developer, the project is planning to develop educational visual media products for television and social media (YouTube and Facebook) on gender equality and GBV prevention and responses. The media products will be broadcasted on TV and uploaded to social media to help the viewers reflect on their gendered social norms and gender roles and socialize the prevention and response of GBV. The media products are creative and ingenious, and we expect them to be received well by the men and women in Timor-Leste. At the same time, they are insightful and would help sensitize the viewers to the disadvantages/detriments of gender inequality and violence. The consultant will undertake or is responsible for the following:
The consultant will need to be open to requests for revision for each video produced and complete the changes within a week of receiving the request.
Intellectual Property All information pertaining to this project as well as outputs produced under this contract shall remain the property of the UNDP who shall have exclusive rights over their use. Except for purposes of this assignment, the products shall not be disclosed to the public nor used in whatever format without written permission of UNDP in line with the national and International Copyright Laws applicable.
Expected Outputs, Deliverables, and Payment Schedule
The successful consultant is expected to deliver the following deliverables with quality:
The consultant is advised to share the drafts of the scripts and media products with the project manager for feedback before the due dates of Deliverables 2 and 3.
The payments will be paid upon the full completion and acceptance of contractual obligations whereupon the A2J project manager signs the certification of acceptance.
Institutional Arrangement The consultant will work under the overall supervision of the A2J project manager within the structure of the Country Office.
Duration of the Work The expected duration of the work is for 60 working days over a period of 3 months (from 1 September 2021 to 30 November 2021).
Duty Station The consultant will work from Dili, Timor-Leste. |

Price Proposal and Schedule of Payments The contractor shall submit a price proposal as below:
The total professional fee, shall be converted into a lump sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the abovementioned schedule of payment.
Schedule of Payment: The payment will be deliverable-based. The payment will be delivered in installments which shall be payable on the completion of each deliverable set out. The confirmation that a deliverable has been completed and a payment installment is due shall be made by the A2J project manager.

Individual consultant will be evaluated based on the following methodology: The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
* Technical Criteria weight 70% * Financial Criteria weight 30%
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
Technical Evaluation (70%) Qualification, Experience and Technical Proposal (70 marks):
