In April 2019 Sri Lanka witnessed a series of terror attacks targeting a number of Churches and hotels. Although the investigations into the incident is still ongoing for the first time, Sri Lanka was identified globally as a potential hotspot for the spread of violent extremism. Moreover, gradual proliferation of hate speech in social media platforms indicated the growing communal tensions and divisions along ethnic and religious fault lines. Overtime, these may become detrimental for promoting peace and social cohesion in the country while being also used for mobilizing different ethnic or religious groups to advocate or engage violence. Increased accessibility to a wide array of virtually available information and the emergence of online media influencers has impacted the shaping the way people think, express views and act at the same time
UNDP Sri Lanka, as part of its regional interventions, launched two projects targeted at preventing violent extremism, spread of hate speech and promoting respect for diversity in Sri Lanka in collaboration with multiple government and non-govermental stakeholders. The two flagship projects are expected to be completed in December 2021.
As these projects are nearing completion, UNDP expects to recruit a communications consultant who could effectively capture project achievements over the past 18 months using multiple innovative tools and methods including, photo and case/human interest stories, a short video documentary and support final reporting requirements.
SCOPE AND OBJECTIVES In accordance with the guidance from the Country Office Communications Team on UNDP corporate requirements, as well as in-line with the different donor reporting guidelines, the Consultant will ensure that the progress of the two regional PVE interventions implemented at the Country Office in Sri Lanka is well documented, proof-read, and reported in a timely and high-quality manner.
The incumbent will be based in Colombo and work under the overall supervision and guidance of the Technical Specialist-Peacebuilding and Reconciliation, liaising very closely with the Project Coordinator- Peacebuilding and the Communications Specialist throughout the process of developing the required communications products and supporting the staff in finalizing reporting requirements. |

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station), honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.
For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.
