The UNODC supports the Member States to make the world safer from drugs, organized crime, corruption and terrorism, and remains committed to achieve health, security and justice for all by tackling these threats and promoting peace and sustainable well-being as deterrents to them. The UNODC also supports the Member States in implementing the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs) at its core. The 2030 Agenda clearly recognizes that the rule of law and fair, effective and humane justice systems, as well as health-oriented responses to drug use, are both enablers for and part of sustainable development. Through its global, regional and country programmes, UNODC provides its services to Member States in reducing the use and trafficking in illicit drugs, people and commodities, countering organized crime, corruption, and terrorism, as well as in promoting drug and crime prevention and criminal justice reform. The UNODC’s work in the Republic of Armenia has been coordinated through the UNODC Regional Office for Central Asia located in Tashkent, Uzbekistan. So far, the Republic of Armenia has been benefitting from UNODC’s support mainly through the UNODC Global Programmes and UNODC Programme for Central Asia 2015-2021 aligned with the medium-term strategy of UNODC, which represents the overarching strategic framework under which it provides technical assistance in the region. In order to enhance its technical assistance in the Republic of Armenia, UNODC would like to develop country specific cooperation roadmap, which would serve for strengthening the collaboration with the national counterparts and enhance the UNODC’s support under its menu of services. Considering that, the Republic of Armenia has recently launched its UN Sustainable Development Cooperation Frameworks (UNSDCF) covering the period of 2021-2025, it is proposed that UNODC cooperation roadmap with the Republic of Armenia will cover the period of 2022-2025. As an initial step to enhance cooperation with the Republic of Armenia, UNODC Regional Office for Central Asia initiated national consultations with the Government of the Republic of Armenia to identify the priorities for the period of 2022-2025. The outcomes of the national consultations were documented and recorded to reflect the country priorities. The national consultations were attended by diverse range of national counterparts working on counter narcotics, criminal justice, health, forensics, international cooperation, security sector, and the Ministry of Foreign Affairs. During the consultations, along with national priorities, the main areas of the UNODC’s global strategy was presented to the national counterparts. The outcomes of the consultations in the Republic of Armenia were shared with UNODC HQ to further follow up and take a decision on the next steps to better involve the country in UNODC programming. It is expected that cooperation roadmap with the Republic of Armenia should be aligned with UNODC’s strategy, and contribute to the UNSDCF in the country. The document should also duly mainstream gender and human rights principles, and consider innovative solutions and digital technologies, as well as, building on the strength of UNODC’s footprint on the ground. Moreover, the cooperation roadmap should also balance sustainable development, human rights, and security sector reforms, underway in the Republic of Armenia. In this regard, UNODC Regional Office for Central Asia would like to engage a national consultant, who will support the office in designing the UNODC cooperation roadmap with the Republic of Armenia. |

Duties and Responsibilities |

The purpose of the consultancy is to develop the cooperation roadmap between the Republic of Armenia and UNODC for the period of 2022-2025. It is expected that the process would be conducted through consultations with national counterparts, existing and potential donors, UNODC experts in the field and Vienna, international organizations in the country and other relevant stakeholders. Under the direct supervision of the UNODC Regional Representative for Central Asia, and in close consultation with the National Programme Officer, UNODC technical programme leads, the national consultant will perform the following overall tasks:
Specific tasks to be performed by the consultant: The national consultant will be responsible for contributing to the quality and timely submission of all deliverables, as follows:
The consultant will develop a work plan, which will be submitted along with the findings of the desk review. Upon review and agreeing the work plan, the consultant will proceed with the assignment. The consultant is expected to submit brief progress reports after finalization of each deliverable. Subject to COVID-19 related restrictions, the consultant will work at UN building in accordance with the approved work-plan. Payments will be made upon satisfactory completion and/or submission of outputs/deliverables. Please note that last payment must coincide with the end of the contract and must be identical to payment phases in the engagement of consultant/IC request. Required Skills and Experience |

Education: An advanced university degree (Master’s degree or equivalent) in fields of law, criminology, international relations, public administration, project/programme management or other relevant disciplines, with specialized training in programme management, strategic planning, monitoring and evaluation, and statistics. Experience and Qualifications: Required: Minimum seven (7) years of extensive practical experience in programme management on drugs and crime, including with International Organizations utilizing advanced analytical techniques to develop, monitor and evaluate complex projects/programmes related to UNODC mandates.
