How can you make a difference?

Under the guidance of Child Protection Specialist, support the Ministry of Social Solidarity and Inclusion in the nation-wide roll-out of the social welfare workforce training and developing a legal framework and strategic document for the new directorate responsible for research, planning and institutional strengthening.

Specific Objectives:

  • Provide an overview of current relevant legal frameworks about developing in-service training unit within MSSI (laws, guidelines, policies, reports)
  • Provide overall technical guidance to the Ministry of Social Solidarity and Inclusion to develop a legal framework for the new directorate responsible for research, planning and institutional strengthening
  • Draft a Ministerial Diploma and its notes to support this new training directorate.
  • Provide strategic direction to strengthen the new directorate of research, planning and institutional strengthening by developing a strategic planning document that clearly outlines how this directorate will provide in-service training (including the dissemination of the SWW mapping report)
  • To provide technical assistance and support to the new directorate in the roll-out of the social welfare workforce training and the in-service training process
  • Provide technical assistant to establish alliances with civil society organizations, churches and academia to strengthen the social welfare workforce training and the in-service training process.

WORK ASSIGNMENT:

1.  In coordination with the MSSI and UNICEF, develop a work plan, including a time frame.

2. Inception Phase (in-country): 

2.1. Introductory meetings with UNICEF Timor-Leste, MSSI and other relevant stakeholders.

2.2  Conduct desk review of relevant legal frameworks about developing in-service training unit within MSSI (laws, guidelines, policies, reports)

2.3  Submit an inception report including a snapshot of relevant laws, guidelines, policies, reports and next steps

3. Consultation to develop an appropriate legal framework/structure for new research, planning and institutional strengthening directorate in MSSI:

3.1  Meeting and interviewing key stakeholders at the national level

3.2  Meeting with internal directorate staff and present key ideas for drafting the legal framework

3.3  Finalize legal framework/structure for in-service training unit within MSSI

4. Development of the Ministerial diploma for new research, planning and institutional strengthening directorate of MSSI:

4.1  Incorporate the input and feedback from the consultations to draft a Ministerial Diploma to support an in-service training unit to deliver the social welfare workforce curriculum.

4.2  Finalize the Ministerial Diploma

5. Develop strategic planning document for the directorate of research, planning and institutional strengthening of the Ministry of Social Solidarity: 

5.1  Meet with internal directorate staff to draft the strategic planning document for the in-service training unit

5.2. Finalize strategic planning document based on consultations for in-service training unit within MSSI

6. To provide technical assistance and support to the new directorate in the roll-out of the social welfare workforce training and the in-service training process

7. Provide technical assistant to establish alliances with civil society organizations, churches and academia to strengthen the social welfare workforce training and the in-service training process:

7.1  Support the establishment of a network under the MSSI leadership, with the participation of CSO, churches and Academia

7.2  Support the development of a bylaw for the function of the network

8. Develop a final report; including lesson learned, recommendations, attaching the list of all contacts, pictures and interviews

(Including a bulleting with the relevant information and summary of the relevant framework review in a friendly presentation).

 

DELIVERABLES:

1. Work plan approved by the MMSS and UNICEF (October 2020)

2.1  Minutes of the meeting including overall timeframe on the development of the legal framework (October 2020)

2.2. Final inception report (October 2020)

3.1 Draft the skeleton or outline of the legal framework/structure for the in-service training unit (November 2020)

3.2 Draft of the legal framework/structure is ready for consultation (November 2020)

3.3 Final legal framework/structure for in-service training unit submitted to the Ministry of Social Solidarity and Inclusion and UNICEF (November 2020)

4.1 Draft Ministerial Diploma (December 2020)

4.2 Final Ministerial Diploma submitted to the Ministry of Social Solidarity and Inclusion and UNICEF (December 2020)

5.Strategic planning and detailed activity developed for in-service training unit in the Directorate for Research, Planning and Institutional Strengthening within MSSI (January 2021)

6.1 report of training delivered, including a list of participants, pictures, recommendations, and lessons learned (October 2020-February 2021)

6.2 three human-interest histories, of the experience of the SWW receiving the training (October 2020-February 2021) 

7.1.  Report of the establishment of the network (October 2020-February 2021) 

7.2  A bylaw for the function of the network (October 2020-February 2021) 

8.1  Final Report including lesson learned, recommendations, attaching the list of all contacts, pictures and interviews (March 2021)

8.2. Bulleting with the relevant information and summary of the relevant framework review (friendly presentation)  – March 2021

DURATION OF ASSIGNMENT: 6 months (October 2020 – Marc 2021)

To qualify as an advocate for every child you will have…

  • Advanced university degree in Law, international relations, social sciences and other relevant areas
  • Minimum professional experience of 2 years in the area of Law, international relations, child protection and other relevant areas
  • Experience in developing legislative diplomas and legal frameworks
  • Good knowledge and experience on public administration, international relations and sociology, preferably in Timor-Leste
  • Excellent analytical and communication and writing skills
  • Excellent oral and written English
  • Knowledge of Tetum and Portuguese is an asset
  • Experience working in and knowledge of Timor-Leste is preferable
