Background

Since 2016, the International Development Law Organization (IDLO), with support from the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is implementing the “Enhancing the Institutional Capacity of Prosecutors in the Philippines” Project, which aims at strengthening human and institutional capacities of justice partner institutions to better handle criminal prosecution and conduct preliminary investigations in corruption cases.

Phase III of the EICPP Project – currently in implementation – aims to continue strengthening partner justice sector institutions’ integrity, fairness and performance of core functions as in the previous phases. It adopts a dual approach to capacity development: from one side, it focuses on increasing individual capacity of justice sector professionals on different aspects of substantive law, legal research, legal writing and trial advocacy. From the other, it supports the development of tools, systems and processes to enhance capacity development opportunities at organizational level within partner institutions. IDLO continues its work with both the OMB and the DOJ and adds two additional partners –the Philippines Judicial Academy (PHILJA) and the Anti-Money Laundering Council (AMLC). Under the project, IDLO proposes to provide trial advocacy training to investigators and prosecutors in three partner institutions – the DOJ, the OMB and AMLC. IDLO plans to also develop and deliver a specialized course on conducting post-training support for the DOJ, OMB and the AMLC. At the institutional level, IDLO will support a reassessment of current resources, including of all existing training courses, available trainers and materials for graft investigators and prosecutors at the OMB. IDLO will further support the development of a Strategic Plan for the NPS of the DOJ to help identify priorities and will support its design of a progressive training program and fully populated curriculum. With PHILJA, IDLO plans to deliver a Training of Trainers course to PHILJA training staff and course managers.

THE ASSIGNMENT

The purpose of the evaluation is to assess the results achieved of the EICPP Project – Phase III against the stated outcomes and outputs as of May 2020. Additional details on this exercise are included in the evaluation Terms of Reference (Link). Within this framework, the evaluation will:

  1. Provide an independent assessment of the program and measure the extent to which the expected results were achieved with a particular emphasis on its impact on the intended beneficiaries and sustainability of results; and

  2. Identify relevant lessons learned and provide feedback with a view to informing the design and, implementation and results monitoring of future projects and programs.

IDLO has recruited an external international evaluator to conduct this final evaluation. The Contractor will work with this external evaluator as a national legal expert and will specifically support it with the following tasks:

i. Support the Evaluation Expert in data collection.

ii. Provide legal expertise throughout the evaluation exercise and in linguistic issues (if needed).

iii. She/he will play an advisory role, providing feedback on the feasibility of proposed data collection methods, based on the local political/governance context and the dynamics of stakeholder institutions.

iv. Preparing documents and/or analysis relevant for the evaluation, if required.

Ideal Candidate Profile

  • University degree in law, LLM preferred;
  • Minimum 7 years’ experience as a legal advisor/practitioner;
  • Previous legal experience in the areas of gender justice and/or legal aid preferred;
  • Previous experience in conducting quantitative and qualitative data collection and analysis for research and/or evaluation in line with good practice in international development (e.g. UN and OECD/DAC frameworks);
  • Fluency in English and local languages;
  • Computer skills, including Skype, Zoom, Survey Monkey and Microsoft Office programs, especially Word, Excel, Outlook, PowerPoint;
  • Ability to work independently and proactively under minimum supervision; and
  • Previous experience in working for an international organization is an asset.

TERMS and CONDITIONS

This is a results-based assignment where the payment will be made upon satisfactory completion of responsibilities, the above stated deliverables meeting the required quality standards as defined by the IDLO Evaluation Unit. The estimated number of workdays for the assignment is 20 workdays (entirely remote due to restrictions imposed by the impact of COVID 19). The consultancy is expected to start on November 9, 2020. **
