Background    
     
   

In 2019 the Economic and Environmental Department in collaboration with the  the Human Dimension Department conducted a ToT sessions based on Stepping Stone modules for representatives of Business Resource Centres (BRC), Women Resource Centres (WRC) and the National Committee for Women and Family Affairs under Government of RT . The first component has aimed to enhance their knowledge in preventing violence against women and girls (VAWG) and to seek creating socio environment that enables women to enjoy greater protection from gender-based and domestic violence. They also improved their awareness on the values and attitudes towards gender and relationship among family members and developed communication skills to be able to conduct social sessions with families. The aim of the second component of session was on improvement their skills in delivering economic and entrepreneurship knowledge to the families.

Due to Covid-19 pandemic, it has not become possible to deliver social and economic components in 2020 what caused its postpone. The need of implementation of the remaining important component has evoked by prevalence of aftermaths of the pandemic and its consequences on decrease of family-incomes and staggered social sustainability. By delivering economic components in Dzhilikul and Garm which are regarded as piloting districts, twenty selected families with low income will get basic and moderate knowledge and skills on how to generate incomes through given possibilities.  The activity requires involvement of two National Trainers, who will be delivering mentorship among twenty selected families in the span of three-months-period.

Objective

The overall objective of assignment is for National Trainers to facilitate the Stepping Stone – Economic Empowerment among the ten families in Dzhilikul and Garm districts, where following targets shall be reached:

  • To develop skills and knowledge on income-generating activities considering district related setting of economic environment;
  • To build confidence on enhancement of family budgeting;
  • To propose further means on ensuring economic sustainability.
     
Tasks and Responsibilities    
     
   

Under the supervision of Economic Officer of POiD, the expert will be responsible in carrying out the following activities:

  • Facilitation of “Stepping Stone” methodology – Economic Empowerment component among ten most vulnerable families in Dzhilikul and Garm districts;
  • Visiiting the target districts with the National Expert to select 10 families of vulnerable categories;
  • Meeting with beneficiaries (family members) to deliver economic empowerment sessions;
  • Constant co-operation with representation of the Committee on Family Affairs and Women in district and inviting them while delivering sessions;
  • Delivering sessions on Stepping Stone modules and provision of  feedbacks/supports to National Expert where necessary during 13 sessions (1 session module per week in three months) sessions will be delivered in Dzhilikul and Garm;
  • Providing monthly progress reports to Economic Officer.

Deliverables and performance indicators

  • In cooperation with the National Expert on co-ordination of economic empowerment preparing necessary materials for sessions;
  • Selection of 20 vulnerable families in Dzhilikul and Garm with the National Trainer and their further observation with the aim to focus on further developments based on delivered weekly modules;
  • Delivering sessions on Stepping Stone modules and provision of  feedbacks/supports to National Expert where necessary during 13 sessions (1 session module per week in three months) sessions will be delivered in Dzhilikul and Garm;
  • Preparation of progress reports to Economic Officer.

Necessary Qualifications    
     
   
  • University degree in social, gender studies, business, economy and/or other relevant fields;
  • Previous work experience, ideally with international/non-governmental organisations on delivery of trainings/facilitation;
  • Minimum four (4) years of experience in delivering Economic Empowerment related workshop sessions to beneficiaries;
  • Sensitivity to gender, GBV/DV and understanding of local context;
  • Good communication skills and ability to work in team;
  • Good listening skills;
  • Fluency in Tajik language;
  • Candidates must be locals from Dzhilikul and Garm.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
