Background    
     
    The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.
     
Tasks and Responsibilities    
     
   

The Outreach Programme Assistant will work under the Programme Outreach Unit. This is a general support function role supervised by the National Outreach Officer and if you are selected as the Outreach Programme Assistant, you will perform the following duties:

  • Providing administrative and logistical support for the implementation of POiD activities in the regions of Tajikistan, coordinating as necessary this work with Programme Departments and the FAU. This work includes travelling to regions, supporting the organization of the events in close coordination with Departments, identifying participants for events, providing administrative support including distribution of materials; maintaining a register of participants, collecting passports of participants ahead of events and completing the administration necessary for payment to participants and vendors, Supporting the work of the Programme Outreach Unit, providing inputs into the monthly and annual work plan;
  • Ensuring that the necessary travel and security approvals are obtained and that logistical arrangements, including transport and accommodation are made;
  • Contributing to the organization of the Senior Management of Office of Head of Office visits and development of agendas for visits to the regions at various levels (external and internal; high-level or working level). The incumbent is also responsible for administrative arrangement such as raising of PRs and liaising with FAU for travel arrangements;
  • The incumbent will be expected to maintain a current working knowledge of the situation in the regions of Tajikistan, through regular travel to the regions in accordance with a travel plan agreed with the first level supervisor and coordinated with Programme Departments. This includes maintaining contacts with key partners at working level (e.g. local government officials and representatives of the Police, regional branches of international governmental and non-governmental organizations and civil society including POiD Implementing Partners); regular updating and maintaining the stakeholder mapping and data base of the key local partners in the regions;
  • Performing other duties as required.

Necessary Qualifications    
     
   
  • Completed secondary education;
  • Minimum of four years work experience in project management (including finance/budget management) and dealing with related legal and political issues;
  • Minimum of four years of relevant work experience; specialized study in finance and administration would be an advantage; substantive experience in administration is required; experience in finance and budgeting is a strong asset;
  • Experience in working with International Organizations is a strong asset; experience working with NGOs is desirable;
  • Willingness to travel extensively, for at times longer period of time, to any region of Tajikistan;
  • Experience in using MS Office applications. Good command of MS Excel would be a strong advantage;
  • Excellent written and oral communication skills in English, Russian and Tajik languages;
  • Excellent physical condition;
  • Ability and willingness to work with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity; experience and ability to work under pressure and with limited time frames;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions, is 751.50 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
