Summary of position:
The role of the Management and Consular Operations Community of Practice is to enable the Vienna Conventions at missions abroad and provide a range of consular operations (case management) services for the assigned area of accreditation, assistance to Canadians abroad who may find themselves in distressing situations, legal and notarial services, and services related to the passport and citizenship program.

 

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• A degree or diploma from a recognized university with a specialization in social sciences, administration, international relations or law, or other specialization relevant to the position or an acceptable* combination of education and experience relevant to the position.

*Acceptable combination of education and relevant experience is considered as a total of 3 years or more.

Language:
• Proficiency in English* (read, write, and speak);
• Proficiency in French* (read, write, and speak);
• Proficiency in Arabic* (read, write, and speak).

* Language skills will be assessed during the process.

Experience:
• Minimum of (2) two years recent experience (in the last five years) working with the public in a client service environment with short deadlines or, in responding to inquiries from the public, providing advice and services to clients;
• Minimum of (2) two years recent experience (in the last five years) working in an office environment;
• Experience working in a diplomatic mission, United Nations or international organisations;
• Experience treating delicate and confidential information.

Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of local administrative and governmental procedures as they relate to Canadians and expatriate residents (institutions and civil documentation, identity, education, employment, etc.);
• Knowledge of the consular mandate of Global Affairs Canada and Canadian passport services;
• Knowledge of Microsoft Office software packages (such as Outlook, Word and Excel);

Ability/Competencies:
• Effective interactive communication in French, English and Arabic(oral and written);
• Ability to provide excellent client service, maintaining composure when dealing with challenging situations;
• Ability to prioritize workload, manage time effectively, and meet deadlines in a high paced environment;
• Ability to work under pressure, work independently as well as in a team;
• Ability to analyze and interpret information quickly in order to find solutions;
• Adaptability;
• Initiative;
• Judgement;
• Attention to detail.

 

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Work experience in a high pressure client service environment (ex.: banks, hospitals, embassies, visa application centres, governmental offices, etc.);
• Having Government of Canada Passport certification and have completed the Passport Training for Foreign Operations exam (passing mark 80% – self-directed).

 

Organizational Needs:

 

Operational Requirements:
• Requirement to work directly with difficult and distressed clients;
• Usual working hours are from 7:30 AM to 4:30 PM, including a 30 min. lunch break and 15 min. breaks in the morning and afternoon. This is a part time position with flexibility on the working schedule based on operational needs;
• Availability and willingness to work overtime, periodic evenings or weekends as required;
• Ability to telework (should lockdown, movement restrictions be implemented, i.e. COVID-19 requirements);
• Ability to lift boxes up to 20 kg.

 

Condition(s) of Employment:
• The successful candidates must be able to legally work in Lebanon or at the Embassy of Canada in Beirut.
• Applicants must hold a valid working authorization covering the period of employment. The Canadian Government cannot sponsor a candidate to obtain work authorization documents.
• The appointment of the successful candidates will be subject to Medical Clearance and Reliability Check (RC).
• A “Reliability Status” is the minimum security requirement needed to obtain before starting a new position with the Embassy of Canada in Lebanon. The security clearance must be maintained throughout employment – failure to do so may result in dismissal.
• Should the candidate not already have the Government of Canada Passport certification, he or she will be required to complete the Passport Training for Foreign Operations and successfully pass the exam (passing mark 80% – self-directed) within one month of hiring.
