Following a visit to Bosnia and Herzegovina (BiH) by the United Nations (UN) Secretary-General in 2012, the country’s tripartite Presidency requested support from the United Nations to help strengthen dialogue, diversity and trust building in the country. Based on this request, the UN in BiH formulated a UN Peacebuilding Fund-supported Joint Project “Dialogue for the Future” (DFF). This project was implemented by UNICEF, UNESCO and UNDP. DFF established dialogue platforms and youth fora across the country; supported community projects and succeeded in reaching out to nearly 1/3 of BiH’s population. In 2015, during the Brdo-Brijuni Summit in Budva, Montenegro, the leaders of the region recognized the DFF project and encouraged its expansion into South East Europe. A second phase of DFF was launched in BiH from 2018 – 2019, elevating the initiative to the regional level bringing together communities from Bosnia and Herzegovina, Montenegro and the Republic of Serbia. As DFF has grown, it has catalysed increasing resources and partnerships in support of a broader Peacebuilding Programme. The Dialogue Platform Declaration, adopted by the UN and the BiH Presidency in 2015 continues to serve as the backbone of the DFF peacebuilding initiative — with its call to all peoples and citizens of Bosnia and Herzegovina, especially youth, to become active participants and engines of change; and to work with authorities to develop policies aimed at overcoming challenges faced by Bosnia and Herzegovina. Building on the partnerships, results and lessons of the DFF programme; the 2021-2025 UN Sustainable Cooperation Framework has identified ‘Citizen and community engagement for social cohesion’ as a strategic priority for sustainable development in Bosnia and Herzegovina. COVID-19 has made this priority even more pertinent. To support the delivery of this priority, and to meet the United Nations Secretary-General’s peacebuilding commitment to peacebuilding BiH, the UN in Bosnia and Herzegovina is looking for an international consultant to lead the development and design of a third phase of the DFF programme. |

Duties and Responsibilities |

|
To support implementation of the UNSDCF in BiH, the UN is seeking a consultant to produce a DFF programme/project document for the next phase of support for peacebuilding in Bosnia and Herzegovina. The programme/project document will build from the UNSDCF, the Peace and Development Assessment conducted in 2019, as well as national, regional and global lessons, evaluations and analysis produced by the UN and other actors, to propose a theory of change, an outcome, and key outputs that support delivery of strategic priority four of the UNSDCF. During a first phase, the consultant will undertake a desk-review of relevant material and a mapping of peacebuilding initiatives in BiH. Based on this desk review, the consultant, with support from the UN PDA as necessary, will undertake initial consultations with key interlocutors on the process and areas of focus. During this first phase, the consultant will prepare a brief inception report outlining the methodology, deliverables and milestones, including activities and objectives of wider consultations and a list of relevant stakeholders. A second phase of the consultancy will consist of a detailed stakeholder consultation, undertaken jointly with the support of the UN PDA. Given the COVID-19 pandemic and the epidemiological measures in place approval for the conduct of this mission will be determined by the RC, with online consultations prepared as a contingency. During this second phase, the consultant will conduct direct consultations with relevant stakeholders, undertake focus groups, and collect objective and perceptions data to support analysis, and identify key findings in support of a theory of change for peacebuilding in BiH. This phase should result in the formulation of the initial outline of the programme and the key summary of the initial findings for validation by relevant members of the UNCT and the RCO. During the final phase of the consultancy, the consultant will work to prepare a first draft of the programme/ project document based on the desk-review, stakeholder consultations, and relevant UN BiH inputs. The draft report will then be validated with the UN and relevant national and international stakeholders through presentation of key findings and recommendations. Based on feedback provided through this process, the consultant will proceed with the final programme/project document. The expected deliverables of the consultancy are:
