Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The position is assigned in the Office of Public-Private Partnership (OPPP). OPPP coordinates and supports ADB-wide Public-Private Partnership (PPP) operations through the PPP-Thematic Group Secretariat (PPP-TGS) and provides transaction advisory services (TAS) to developing member countries (DMC) clients in Asia and the Pacific. TAS assists public and private sector clients structure and procure viable and bankable projects through a PPP modality. TAS aims to promote PPP projects to catalyze public and private capital investment for development purposes as well as operational expertise of the private sector for development of infrastructure and delivery of its services. OPPP, through TGS, also manages the Asia Pacific Project Preparation Facility (AP3F) that helps governments, and their private sector partners, establish a pipeline of bankable PPP projects and other upstream related support. AP3F is a multi-donor trust fund aiming to increase the level of infrastructure development and enhance the quality of infrastructure in Asia and the Pacific. AP3F helps DMCs to prepare a pipeline of “ready-to-finance” infrastructure projects by (i) assisting with due diligence and helping to address impediments to investment decisions; (ii) supporting project design; and (iii) assisting with project preparation, structuring, and tendering. It also supports enabling reforms and capacity building that can be linked to potential or current transactions.

Job Purpose

The Principal Public-Private Partnership (PPP) Specialist (i) leads origination, processing and implementation of TAS mandates to prepare, structure, negotiate and contract infrastructure projects through PPP in collaboration with relevant departments including regional departments; (ii) contributes to formulation and implementation of policies, strategies, transactions and programs of OPPP to expedite ADB’s operations related to PPP including TAS in ADB’s DMCs. (iii) contributes to developing and maintaining external and internal relations, stakeholders’ coordination, and knowledge management activities to accommodate PPP-related issues and challenges with innovative solutions; and establish and maintain effective networks with international and local key players in the PPP market.
The incumbent will report to Director, OPA1 and may supervise national and/or administrative staff.

Responsibilities

a. TAS/PPP Operations
• Contributes to the formulation and implementation of OPPP’s vision, goals, work plan and development strategies with high-quality output in line with Strategy 2030 and related policies/guidelines.
• Implements OPPP’s work plan with high-quality output to achieve the longterm goals and annual objectives for OPPP
• Identifies, structures, delivers, and administers TAS mandates and PPP programs with effective and efficient marketing, negotiation and due diligence of PPP-related issues and projects in developing member countries
• Identifies and coordinates on possible One-ADB approach to provide comprehensive and integrated soutions to the clients by incorporating private sector participation in the development and operations of infrastructure
• Leads internal process for approval and implementation of TAS mandates which includes preparation of PPP-related materials and related TAS project documents
• Leads selection and management of individual consultants who support deal teams, including designing of their terms of reference
• Identifies constraints and provides innovative solutions for fostering PPP policies/operations and regulatory frameworks in ADB’s DMCs
• Contributes to OPPP’s knowledge management activities and assist in the establishment and maintenance of PPP database for knowledge sharing with internal/external clients
• Provides practical solutions on day-to-day operational issues by guiding the deal team members

b. External Relations and Coordination
• Establishes and maintains effective relationship with governments, development partners, civil society, and private sector entities within area of responsibility.

c. Internal Relations and Coordination
• Supports the regional departments in the formulation of the Country Partnership Strategy (CPS) and Country Operations Business Plan (COBP)
• Provide practical feedback to the regional departments and PPP-TGS and supports their PPP upstream work for DMC clients
• Coordinates with internal stakeholders and support regional departments and Private Sector Operations Department to achieve their PPP targets
• Contributes to effective coordination and cooperation within OPPP which includes informing team members, Director, and the Head, OPPP of day-to-day development, emerging opportunities and challenges, and provide recommendations accordingly in a timely manner

d. Staff Supervision
• Takes the role of team leader and supervise the work of team members. Demonstrates leadership and motivates reporting staff to perform at their full capacity.
• Supervises the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
• Ensures the on-going learning and development of reporting staff.

e. Others
• Performs other duties as assigned and reflected in the incumbent’s annual workplan, including related to leading and supporting structuring, delivery and administration of TAS mandates and PPP programs.

Qualifications

Relevant Experience & Requirements

• Master’s degree in business administration, finance, economics or related fields preferably with advanced training. University degree combined with at least 5 years specialized experience in similar organization/s may be considered in lieu of a Master’s degree.
• At least 12 years of experience in developing and implementing infrastructure projects including PPP transactions
• Hands-on experience of structuring project finance transactions and/or providing advisory services in various sectors and countries including negotiation and coordination among stakeholders
• In-depth knowledge about PPP and financial market products and robust due diligence experience and capability for PPP projects
• Network with financial communities including export credit agencies and investment/commercial banks
• Excellent leadership qualities and interpersonal skills
• Strong analytical, organizational, and negotiation skills
• International experience working in several countries
• Excellent written and verbal communication skills in English

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
