The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent (RC/RC) Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

Working Context:
Amid political turmoil that has been ravaging several countries in the MENA region, National Red Cross and Red Crescent Societies have focused much of their efforts on providing relief and support to communities affected. Many countries in this region are also exposed to natural and additional human induced hazards and risks.

Humanitarian needs by far exceed the capacity of states and non-governmental actors, requiring humanitarian organisations to focus simultaneously on responding to immediate needs and strengthening the resilience of communities and affected population.

The overall objective of GRC’s work in the MENA region is to strengthen respective relevant capacities of the RC/RC Societies based on the specific context and their individual needs.

GRC is currently seeking a Programme Coordinator (m/f/d) for MENA.

The delegate will support and advise the design and implementation of country portfolios in MENA and the strategic partnership with the respective sister society and other movement partners.

Duration: 12 months with the possibility of extension (starting asap)
Location: Beirut / Lebanon, with frequent travels in the region

Responsibilities and Tasks:
The role of the Programme Coordinator MENA is to support and advise country teams to ensure an effective and compliant utilization of funds, high programme quality, and facilitate regional learning and exchange between countries.

Operational and programmatic support to country teams

  • Provide strategic, programmatic and partnership advice to Heads of Offices and Project delegates, and support the development of GRC’s country strategies
  • Support country teams to ensure effective and targeted design and implementation of GRC’s operations
  • Strengthen operational and project management standards, and provide operational backstopping when needed

Quality Assurance and Compliance

  • Support of the development and review of project proposals, reports and other programmatic documentation to ensure compliance with relevant policies and strategic objectives
  • Ensure that cross-cutting issues (such as gender, DRR, inclusion and CEA) are integrated in all countries
  • Carry out regular monitoring and support visits to countries, and facilitate knowledge exchange as needed
  • Proactively engage in knowledge exchange between the partner National Societies and other movement components and stakeholders
  • Strengthen regional knowledge exchange and cooperation
  • Proactively engage in regional RC/RC Movement coordination and collaboration; participate in relevant movement and interagency meetings

Required Skills and Competencies:

  • At least 5 years of practical experience in the field of relief, reconstruction and/or development work;
  • At least 3 years of experience working abroad and experience in working with diverse teams;
  • Experience working in fragile and insecure contexts;
  • Substantial experience in programme design and management, including financial and budget management and donor funding mechanisms;
  • Substantial experience in working with and strengthening local partners;
  • Proven experience in monitoring, evaluation and quality assurance;
  • Excellent communication, networking and representation skills;
  • Ability to work flexibly, independently and as a team member;
  • Ability and agreement to adhere to the RC/RC Fundamental Principles;
  • Experience of working for the RC/RC Movement or in MENA is an asset;
  • Oral and written fluency in English required; German or Arabic an asset
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’;
  • Valid International Driving License.

You will be part of a highly motivated professional and multicultural team. GRC offers you a compensation package according to the collective employment agreement of the GRC as well as an expatriation allowance during your mission. We provide a personal allowance to cover your accommodation. In addition to a full insurance package (health insurance for residence abroad, private accident insurance, private liability insurance, luggage insurance) GRC is covering one home flight per 12-month period of assignment and medical check-ups before and after your mission. Before your assignment you will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission.
