Purpose

The purpose of the post is to help shape and deliver Lepra’s work in Bangladesh and, potentially, new programme countries, providing guidance, resource management and support to country programme staff, acquiring institutional funding, managing externally sourced donor grants and contributing to policy and advocacy work at country and UK/International levels.

The role of the Programme Manager is to work with country programme staff to ensure that Lepra delivers quality interventions that meet the needs of our target beneficiaries – those affected by leprosy and lymphatic filariasis (LF).

Institutional fundraising and grant management are an import aspect of this role; in order to achieve this end the Programme Manager will use M&E quantitative and qualitative measures to demonstrate programme/project impact, sharing this information, as appropriate, with supporters and donors, to create and sustain relationships and contracts.

The Programme Manager also plays an important role in the development of policy and research papers, as a base for engagement in targeted local and international advocacy, as well as serving as an important conduit for sharing information internally.

Reports To: Director of Programmes and Advocacy (DPA)

Main Tasks

· To guide and support the activities of our Bangladesh Country Programme, including the identification of/application for suitable institutional funds, reporting to donors and demonstrating – internally and externally – the impact of our work;

· To stimulate and support country and north facing advocacy initiatives, which have Bangladesh issues at their heart;

· To generate, publicise and share relevant programmes information with other Lepra staff – in the UK and overseas – to facilitate learning, awareness raising and fundraising activities;

· To coordinate Lepra’s funding relationships and reporting with other members of the International Federation of Anti-Leprosy Associations (ILEP).

Main Duties

Programme/project management

· Contribute to the development of the programmatic elements of the country and organisational strategic plans;**

· Work, together with Bangladesh country staff and, potentially, ILEP and other partners, to develop good, strategic programme/project concept notes/funding proposals, and monitor calls for proposals and funding opportunities;**

· Ensure that all programmes/projects are in line with the country and organisational strategic plans and are implemented as designed and budgeted, in compliance with grant agreements and/or Lepra plans, and with regular, timely reporting – especially to institutional donors;

· Guide and assist overseas teams, including partners, in measuring the impact of programmes, using standard methodologies and assist staff to modify and improve programme/project plans based on learning;

· Support the country programmes staff with any programme/project related issues as and when they arise, in consultation with other relevant staff – notably the Director of Programmes & Advocacy;

· Contribute to Programme and wider Lepra policy formulation, drawing upon field data and experience to inform strategic, tactical, epidemiological and health policies, amongst others.

Advocacy

· Work with country staff and the Director of Programmes & Advocacy to identify specific issues for advocacy action at different levels: local, national, regional and international;**

· Assist in the preparation of policy documents and the presentation of papers for publication, conferences or specific institutions and/or individuals – identifying and targeting the most appropriate audiences;

· Represent Lepra in relevant UK and international meetings and forums, in coordination with the Director of Programmes & Advocacy, programme staff, communications staff and the Chief Executive.

Communications

· Work directly with country staff to identify and write stories and publish articles on projects to share with other Lepra staff and donors;

· Internally, ensure that programme knowledge and information is available in an appropriate form to other Lepra staff to facilitate fundraising and communications activities and for general staff information.

· As and where appropriate, engage with the media – print, radio and TV, and contribute directly to social media, to increase Lepra’s profile and further the interests of people affected by leprosy.

Administration and management

· Contribute to the development of annual programmes income and expenditure budgets and report on performance against budget;

· Contribute to the development of the Lepra Annual Report;

· Coordinate Lepra’s funding relationships and reporting with other ILEP members;

· Undertake such other activities that are necessary to achieve the overall purpose of the position.

Qualifications and Training

Essential:

· A relevant health qualification (Doctor, Nurse, Public Health Specialist, Epidemiologist, Health Economist, Health Promoter etc.) or notable experience of managing health projects, showing an understanding of public health issues and/or infectious diseases;

Experience

Essential:

· At least two years’ experience with an overseas development organisation, preferably in a similar role i.e. “Desk Manager or HQ based Programme Manager”;

· Demonstrable recent experience of preparing successful programme/project grant applications for a single agency and for working within a consortium;

· An up to date familiarity with issues and practice in the international development sector;

· Experience in programme/project planning, budgeting, M&E and reporting, ideally within a non-governmental organisation and including the preparation of reports for institutional donors;

· Strong personal planning, organisation, and time management skills;

· Excellent written and verbal communication skills;

· Ability to analyse and act on data;

· The right to work in UK.
