In Syria, HEKS/EPER has been providing humanitarian assistance to affected populations since 2017 through local partners. HEKS/EPER has recently secured its registration inside Syria and is looking to set up a country office and develop humanitarian projects that will be implemented by HEKS/EPER directly (self-implementation). In close collaboration with the HEKS/EPER Country Coordination Team defining the operational strategy for the country office. Being responsible for HEKS/EPER operational response for any defined project and coordinating HEKS/EPERs Programme execution and identification of the population’s humanitarian needs as required.

HEKS/EPER is looking for an experienced Project Coordinator (Syrian National only) who will contribute to the establishment of HEKS/EPER country program in Syria and will have to travel to the sites of our activities within Syria, on a regular basis.

Your responsibilities:

  • In close collaboration with the HACD, representing HEKS/EPER and defending its interests before local authorities, local NGO’s, donors, military organizations and media to realize an active positioning and a positive public image. Raising awareness in the target population about the existence of HEKS/EPERs programs.
  • Monitoring and analyzing the political and humanitarian situation in the project area in order to identify the population’s overall status and humanitarian needs. Establishing and maintaining contacts with key stakeholders and carrying out exploratory missions in order to identify potential fields of intervention. Leading negotiations for access and defining risks and constraints in order to make project proposals, set project targets and to calculate material, human and financial resources needed. Bearing witness, documenting and raising awareness for the target populations needs/distress.
  • Being accountable and supervising the execution of programs, including emergency response activities. Ensuring that the HEKS/EPERs technical and ethical standards are followed and objectives are achieved and adhere to core humanitarian principals.
  • Being responsible to adhere to HEKS/EPERs HR policies and associated processes in any project being implemented (recruitment, briefing/debriefing, evaluation, staff learning and development and internal communication) in order to ensure both the sizing of the team and the amount of knowledge required for the project activities. Briefing the HEKS HACD regularly on all significant context related issues.
  • Supervising the implementation of safety protocols in order to ensure safe working conditions for the project staff.
  • Evaluating program performance and providing all the required reports to HACD on project planning, project monitoring and project evaluation in line with Mission reporting cycle
  • Being accountable for the proper planning, sizing, and coordination of all financial and material resources needed in the project. Agreeing on the annual budget and ensuring a proper control of financial indicators and the project budget.
  • Supervising the project material resources put at HEKS/EPER disposition in order to ensure a correct use and its longevity.
  • Defining and updating, in close collaboration with the HACD, the Project’s security policy and strategic response to emergencies, reporting any concerning issue, in order to improve risk working conditions and to ensure staff’s full adherence to security rules and protocols.
  • Reporting to: Humanitarian Aid Country Director (HACD).

Your profile:

  • University degree.
  • Previous humanitarian field experience.
  • Essential working experience of at least 2-3 years in relevant similar role with other INGO’s or NGOs operational in Syria.
  • Essential computer literacy (word, excel and internet).
  • Language skills- Arabic and English fluency (written and spoken).
  • Good reporting skill set.
