The Project

The main objective of the project is Sustainable model improvement in nutrition and livelihoods of 2200 pastoral farming households in Ulang and Nasir counties through climate smart agriculture, agro-business and renewable energy solutions, in Upper Nile State, South Sudan. The project is contributing to SDGs 1,2,5 and 13. This project will be implemented jointly by a consortium of four organizations -CHADO, UWA, SAYA, and ADRA South Sudan. CHADO, UWA and SAYA will be the primary implementing agencies of the project activities under objectives targeting agriculture, livestock and household income diversification. ADRA South Sudan’s role is to focus on building the capacity of co-implementing partners CHADO, UWA, and SAYA teams, as well as local formal and informal leadership institutions and systems, and to jointly implement the renewable energy component.**

Purpose of the Job

The Project Manager (PM), will assume a coordinating role as well as overseeing the implementation of the Climate Resilient Agriculture & Renewable Energy Solutions for Sustainable Livelihood Development – CARE project funded by the German Ministry for Economic Cooperation and Development (BMZ). The project is implemented by a consortium of 4 organizations, ADRA being the lead partners with 3 national organizations – CHADO, Ulang Women Association, and Sobat Area Youth Association. This position is responsible for capacity building and coordination of consortium partners as well as overseeing ADRA staff under the project. The PM assures the timely implementation according to established work plans, monitoring and evaluation frameworks and budgets. The PM also ensures compliance with Adventist Development & Relief Agency (ADRA) South Sudan and the donor rules and regulations for programmatic and financial implementation of grant agreements.

Duties and Responsibilities

  1. Providing an overall coordinating role between Nasir and Ulang Counties in Upper Nile State and among the consortium partners and stakeholders.

  2. Providing project guidance to the managers for the partner organizations (CHADO, Ulang Women Association and Sobat Area Youth Association.)

  3. Responsible for chairing the technical committee (TC) of the project and being secretariat to the project steering committee (SC)

  4. Organizing, attending, and participating in stakeholder meetings. Ensure stakeholder views are managed towards the best solution.

  5. Ensuring project adheres to frameworks and all documentation is maintained appropriately

  6. Ensuring the coordination and implementation of all project activities in the target counties and project objectives are implemented as planned for sustainable outcomes and impacts.

  7. Work with the program managers, partners and stakeholders in the region to adjust operational approach and activities, depending on changing needs in the area

  8. Responsible for the preparation and submission of regular project reports and case stories and meeting deadlines for reporting and program updates.

  9. Establish and maintain beneficiary feedback mechanisms for the project and ensure that feedback is disseminated among all project stakeholders

  10. The PM should lead the process of analyzing the existing environments and suggesting activities, crops and livestock interventions in line with the prevailing conditions to meet the needs of the communities.

Strategic duties

  1. Developing an implementation strategy for the project and for other projects as part of the Food Security & Livelihoods (FSL) Team

  2. Developing Project Proposals together with the FSL team

  3. Preparation of detailed implementation plans, monitoring of activities and project finances

  4. Coordinate with the MEAL Manager on designing monitoring tools and monitoring the project

Performance Indicators:

  1. Meet at least 80% of project work plan activities and indicators.

  2. Complete at least 80% of planned activities.

  3. Ensure timely submission reports.
