Job Title: Public Financial Management (PFM) Practice Lead

Overview

DAI EU Business Unit is looking to recruit an experienced Public Financial Management (PFM) Practice Lead to join our busy Governance practice within Strategy & Innovation unit. The position will be a full-time, permanent role; the role can be based out of one of our European offices (Belgium, Austria, Spain, Germany, France). Please state your preferred location and your salary expectations (gross per annum in Euros) in your cover letter. Reporting to Director of Strategy and Innovation, this is a mid to senior level role and requires strong experience working in European Union Public Financial Management (PFM) and Budget Support (BS) projects with both field and office demonstrated experience. This position will aim at increasing the technical excellence of EU BU work in the areas of Public Finance Management and Budget Support, promoting gains of efficiency and efficacy for the business. The incumbent will be responsible to identify and promote new innovative PFM approaches to differentiate DAI EU BU products, write and review technical proposals to increase the unit’s winning rate, and enhance services delivery in both the field and DAI’s office.

The Practice Lead will contribute to PFM/BS knowledge creation, sharing & product innovation and participate in networks & events that provide strategic opportunities to showcase work being carried out by DAI. He/she will seek out opportunities to expand internal and external understanding of DAI’s work in Public Financial Management and Budget Support tools, draft articles for DAI’s “Developments” and other publications.

The Practice Lead will contribute to market intelligence and strategic engagement, develop and maintain external networks of partners, clients, and individual consultants that DAI can tap to identify business opportunities and deliver outstanding results.

This position will also aim at promoting the One DAI approach and coordinating PFM work within the EU BU along with the other DAI business units.

Roles & Responsibilities

Business Development

  • To contribute to efforts to win new business as well as development and implementation of new business pipeline.
  • To contribute to enhance the quality of the  PFM/BS technical proposals, including strong and innovative technical drafting, identification of experts, drafters and client engagement.
  • To increase the capacity of the EU BU staff by delivering training sessions related to specific EC procedures and thematic PFM/BS expertise.
  • To identifiy niche companies and contractors in the PFM/BS sector who could become partners in consortia.

Technical and Knowledge

  • To act as Technical Director of PFM and BS EU funded projects.
  • To create and share PFM and BS good practices and knowledge.
  • To work closely with the EU BU Implementation team to capture technical achievements, lessons learned, and best practices.
  • To be responsible for the content of the newly created DAI EU BU knowledge hub.
  • To support global practice engagement with Team Leaders and project teams to identify, adapt, and refine technologies, tools, solutions and approaches that advance the project’s goals. These solutions may be both technical or operational.
  • To manage the Community of Practice with EU Team leaders.

Market Intelligence and Engagement

  • To contribute to market intelligence function and engagement work in the area of Public Financial Management and Budget Support; carry out market analysis on the EU development aid PFM/BS sector, including latest EU approaches and methodologies, trends in funding, geographical priorities areas and topics of the client.
  • To engage with the client to build on and advance DAI’s reputation as a thought leader in this technical area;
  • To support the communications team with PFM related publications and engagement plan (technical articles and stakeholder engagement).

Minimum Qualifications

  • Relevant academic qualification or equivalent experience
  • Significant professional experience demonstrating technical expertise within Public Financial Management and Budget Support EU funded projects
  • Possess intellectual flexibility to work effectively across technical areas and collaborate with other types of experts, to develop customized technical approaches to specific contexts or inter-disciplinary technical challenges
  • Excellent writing skills and experience in writing strong technical proposals for EU funded projects and/or other international donors.
  • Experience of leading teams

Desirable

  • Fluency in two additional language besides English, with French and Spanish preferred
  • Long-term field experience in European Union funded aid projects in developing countries
  • Experience in integrating cross cutting issues in PFM reforms funded by the EU, including gender, climate and digital
  • Very good knowledge of the EU market and EU procedures.
  • Deep experience with EU-funded Governance-PFM-BS projects.
  • Strong knowledge of EU/International policies, guidelines, approaches in the field of PFM and Budget support.
  • Very good drafting and communication skills (PFM/BS bids).
  • Capable of taking the lead and be proactive.
