Position Title : Public Health Officer

Duty Station : IOM Libya in Tunis, Tunisia

Classification : Professional Staff, Grade P3

Type of Appointment : Special short-term graded, nine months with possibility of extension

Context:

Within its Migration Health Division (MHD), IOM delivers and promotes comprehensive, preventive and curative health programmes which are beneficial, accessible, and equitable for migrants and mobile populations. Bridging the needs of both migrants and IOM member states, MHD, in close collaboration with partners, contributes towards the physical, mental and social well-being of migrants, enabling them and host communities to achieve social and economic development.

Under the overall supervision of the Deputy Chief of Mission (DCoM) in Libya and the direct supervision of the Migration Health Coordinator in Libya, the successful candidate will be responsible for the development, coordination and implementation of migration health projects including projects for COVID-19 response.

Core Functions / Responsibilities:

  1. In coordination with the Migration Health Coordinator, develop project proposals on migration health (including but not limited to COVID-19 response, health needs of conflict-affected populations, victims of trafficking, irregular migrants, and other mobile populations and their host communities). Describe and justify project possibilities consistent with approved programmes and ongoing activities.

  2. Manage migration health activities, including supervising project staff and providing financial, administrative and technical backstopping to projects, notably on nutrition, public health management of communicable diseases and Mental Health and Psychosocial Support (MHPSS) projects/activities.

  3. Provide advice and guidance for the development of improved systems for regular monitoring and reporting on health project achievements, challenges/early warning system, and strategic needs.

  4. Contribute to the elaboration and implementation of migration health risk surveillance strategies and mechanisms to strengthen preparedness and response in avoiding and mitigating these risks.

  5. Coordinate IOM health projects and ensure the implementation of IOM’s Migration Health activities with the Ministry of Health and the UN Country Team partners, and work with relevant health authorities in identifying gaps and needs related to the health of migrants.

  6. Monitor and evaluate the quality of health care provided to IOM beneficiaries and take appropriate action within delegated limits to address issues with compliance to national and IOM global standards.

  7. Design and develop training modules and materials, and act as trainer/ facilitator in IOM’s Migration Health training in close coordination with the Migration Health Coordinator.

  8. Assess the health needs of migrants and displaced population, including priority causes of ill-health; prepare and recommend plans to address these.

  9. Ensure the confidentiality of the medical information of IOM beneficiaries.

  10. Undertake duty travels as and when required.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Public Health or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

• University degree in Medicine would be considered as an added advantage.

Experience

• At least five years of professional experience in the domain of global public health and migration health related issues, including in the context of humanitarian situations;

• Experience in development and management of a large and complex health programme.

Skills

• Proven skills in coordinating multidisciplinary teams and establishing and maintaining working relations with senior government officials, UN agencies, NGOs and Donors, including familiarity with the humanitarian cluster system;

• Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse backgrounds and levels of expertise; Demonstrated ability to supervise and direct staff and create team-oriented environment;

• Demonstrated ability and willingness to work in difficult areas/situations; and drive for results; and,

• Strong level of analytical skills and computer literacy.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
