This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.
Context:
The Q&A Advisor position will provide technical support to the delegation level Q&A teams, and the regional technical coordinators on an ongoing basis. The support would cover the areas of
1) monitoring & evaluation
2) accountability towards affected populations
3) Information Management
4) Learning & development
5) Strategy, program and project designs/ development
6) Research. The position will directly report to the Operations Manager (Regional HEAD) of MENA.
Responsibilities:
- Provide day-to-day technical support to the MENA delegations & the zone on Quality & Accountability areas, while upholding Tdh Q&A standards and policies. Wherever and whenever the delegations have gaps in Q&A technical capacities, will step in to provide the needed support.
- Conduct ongoing technical reviews/ monitoring of the MEAL outputs, capacities, systems at the delegation and the regional levels, and ensure appropriate support is provided to address quality.
- Provide management guidance to the delegation MEAL teams when needed, on team management, work plans, performance objectives and reviews.
- Provide capacity building, coaching, and mentoring on Q&A topics to MEAL and programs teams.
- When requested by delegations, provide technical support with new project designs by conducting needs assessments, developing Theories of change, log frames, indicators, narratives, budgets, etc.
- Support with coordinating delegation and regional level evaluations and research exercises.
- Provide support with Quantitative and Qualitative data analysis.
- Take lead in rolling out Tdh HQ Q&A initiatives throughout the MENA regional in collaboration with the respective delegates and the Q&A teams. Especially the rollout of the M&E requirements / standards, MENA PFU template, Gender/ diversity and inclusion standards and tools.
- Coordinate the monthly MENA Q&A calls and the knowledge center / community of practice.
- Proactively liaise with relevant government departments to ensure Tdh’s compliance with regulations, procedures, law and systems (in Jordan). Especially the coordination with the MOPIC, MoSD and other line ministries on project related requirements (in Jordan);
Profile:
Education
- University (Master) degree in relevant field;
Experience:
- More than 10 years of experience in the field of Q&A, with specifically more than 3 years in Senior MEAL position (Manager or higher).
- Previous experience working in the MENA region, preferably in a regional role.
- Excellent knowledge on the application of Q&A in the development and humanitarian settings.
- Setting up delegation / country level Q&A systems.

Salary:
Expatriate contract under Swiss labor code 3’800 CHF (~3’300 €) < > 5’200 CHF (~4’500 €) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.
