Background
The role of the Area Programme Manager is to improve management capacities and programmatic quality in extra-large Area Offices. This position will line manage senior Core Competency staff in the Area Office, effectively overseeing field implementation and also leading on other programme development initiatives.

Roles and Responsibilities
The role of the Area Programme Manager is to improve management capacities and programmatic quality in extra-large Area Offices. This position will line manage senior Core Competency staff in the Area Office, effectively overseeing field implementation and also leading on other programme development initiatives.
Generic responsibilities
These responsibilities are the same for all Programme Manager’s positions and cannot be modified:
- Line management for Area Level CC Project Managers.
- Compliance and adherence to NRC policies, guidelines, and procedures.
- Member of the Area Management Group (AMG).
- Responsible for ensuring programme support to integrated programme, coordination and technical quality in Area Office.
- Provide area specific input relevant for CC strategies
- Responsible for compliance to donor standards, grant management, and regular reporting to donor at Area Level.
- Identify funding opportunities and develop funding strategy and forecasts at Area Level.
- Responsible for grants management and BPO allocations in Area Level.
- Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
- Responsible for approval of Area Emergency Response Mechanism, Area needs assessments, development plans, and program implementation
- Ensure capacity building of all technical staff
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.
- APM is responsible for coordinating area specific inputs for donor reports and proposals
- APM is responsible for leading the PCM at area office level as per NRC PCM standards
- APM is expected to provide innovative solutions to program challenges and conduct regular field trips
- APM expected to conduct systematic capacity building for project managers on report proposal writing, report writing and
- APM is responsible for technical issues involving sectorial coordination with Clusters and Working Groups at Area Level, including promoting the rights of IDPs/returnees in line with NRC Advocacy Strategy (specific for Afghanistan)
- APM is expected to cover for Area Manager in his/absence

- Minimum 4 years’ experience from a management position in a humanitarian/ recovery context
- BCS in relevant social and natural science. Master is preferred.
- Experience from working in complex and volatile contexts
- Core competency or area management expertise
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal

What we Offer
Duty station: Kandahar, Afghanistan
Travel: 30% within the region field offices
Duration: 12 Months renewable based on funding
Salary and Benefits: As per the NRC Scale
