Summary of position:
The responsibilities focus on the four pillars of Emergency Management (mitigation, preparation, response and recovery) and the identification, assessment, monitoring and management of risks related to the Embassy and staff security. In meeting this mandate, the candidate facilitates Canada’s consular mandate to safeguard the wellbeing of the Canadian Community abroad in a time of crisis, provides support to ensuring the business continuity of the Embassy and to the establishment of the necessary conditions and environment to allow for the development, enhancement, and continuous improvement of security and emergency management measures.

More specifically, the incumbent is in charge of
• Establishing and maintaining a strong network of relationships, within foreign governments, other diplomatic/consular missions, local or international organizations, and security services;
• Gathering and analysing information to draft briefings, reports and other materials;
• Representing the Embassy’s interests and supporting liaison activities with foreign authorities to discuss joint initiatives or to exchange information;
• Providing advice and recommendations to management and overall advice and guidance to mission staff;
• Assisting with the day-to-day management of the related budget.

 

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:

• Bachelor degree from a recognized university in the area of security, logistics, supply chain management, project management, business, emergency/crisis/disaster management, or operations management. Other related areas of study may be considered.

Language:

• Fluency in Hungarian (written and oral)
• Excellent English skills (written and oral)

Experience:

Recent experience of 1 year or more (within the past 5 years) in at least 4 of the following areas:
• Relevant experience related to security, HR management, emergency preparedness/crisis management, OR operations management with a commercial, industrial or government establishment;
• Experience conducting research, drafting reports and providing advice to management;
• Experience developing and implementing standard operating procedures and monitoring quality control;
• Experience conducting briefings and/or training;
• Experience in contract management;
• Experience in financial forecasting and budget management.

Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of security operation and emergency preparedness measures;
• Knowledge of contracting practices;
• Knowledge of MS Office, including Outlook, Word, Excel and PowerPoint.
Abilities/Competencies:
• Ability to analyze and interpret information quickly and efficiently;
• Ability to respond to sensitive situations and classified matter;
• Ability to plan and organize work;
• Ability to write various types of documents and communications;
• Ability to develop a strong network of contacts.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

Language:
• Proficiency in French (written and oral)

Experience:
• Experience with a diplomatic/consular entity or international organization.

Knowledge:
• In-depth knowledge of physical and electronic security equipment;
• In-depth knowledge of principles of organizational security management and/or emergency management.

 

Organizational Needs:

 

Operational Requirements:
• Must be able to work overtime on short notice on occasion.
• Must be available for occasional duties outside normal working hours (i.e., evenings and weekends).
• Ability and willingness to travel frequently, including internationally.

 

Condition(s) of Employment:
