Project Objective:

The purpose of this assignment is to conduct a final performance evaluation of the USAID Institutional Strengthening in Pacific Island Countries to Adapt to Climate Change (ISACC) Activity and the USAID Pacific Climate Ready Activity in four target countries where the Activities operated, namely Fiji, Samoa, Federated States of Micronesia (FSM) and Kiribati. While the USAID Climate Ready and ISACC Activities were both designed to provide needed capacity to Pacific Island countries to access climate finance, ISACC was implemented by a key regional organization and allowed USAID to work directly with Pacific regional organizations to increase the capacity of national institutions whereas USAID Ready has a broader scope, consisting of three main components focusing on strengthening policy and institutional arrangements within host country governments, increasing access to international financing, and strengthening both government and private sector project implementation capacity. The final performance evaluation of both USAID activities will answer five evaluation questions based on a qualitative investigation of the results and operations of the activities in the four countries. The results of the evaluation will be utilized to inform future USAID programming or follow-on designs.

Position Description:

SI is seeking an experienced and energetic individual to serve as the Local Data Collection Lead for Micronesia on the evaluation team. The Local Data Collection Lead will be responsible for contributing contextual knowledge throughout the planning, data collection, analysis and reporting processes. He/she will also lead the data collection process in Micronesia and ensure that the data gathered adequately addresses the evaluation questions. The evaluation will begin in June 2021 and is projected to last until November 2021. Considering the current public health environment, it is envisioned that the Team Lead will lead the overall research team remotely with data collection being conducted by the local data collection lead in August or September depending on the results of the desk review and feedback received from USAID on the evaluation design.

**Please note that this position is only open for Local Micronesian Nationals or other individuals currently residing in Micronesia.

Responsibilities:

  • Support preparation of a data collection plan, specifically assisting the team in planning the logistics for a detailed data collection schedule and translating data collection protocols into local languages, as needed.

  • Support preparation of fieldwork logistics under direction from the Team Lead and Social Impact management team.

  • During fieldwork, lead key informant interviews (KIIs) and focus group discussions (FGDs) with identified stakeholders.

  • Support the team in cleaning and analyzing data, as instructed by the Team Lead.

  • Ensure quality work in all deliverables and adhere to SI quality assurance processes.

  • Work closely with SI HQ team and communicate in a timely and effective manner with all project personnel.

Qualifications:

  • Bachelor’s Degree in social sciences or another relevant field.

  • Experience with conducting key information interviews and focus group discussions for research or evaluations of large-scale programs.

  • Experience working in climate change, climate finance, institutional capacity building, or related sectors considered a significant asset.

  • Demonstrated organizational skills and attention to detail.

  • Prior experience evaluating climate finance and/or institutional capacity programs with extensive knowledge of the operating environment in Micronesia, preferred.

  • Prior experience in logistics/coordination of teams or events, preferred.

  • Fluency in local language and English required.
