The Responsible Behaviour Officer will play a key role in implementing the OCA Framework for Responsible Behaviour (FRB), the OCA Code of Conduct (CoC), MSF’s Behavioural Commitments and its related set of policies (Integrity System), and in ensuring the correct use of these instruments for handling (suspected) violations. The Responsible Behaviour Officer reports directly to the Responsible Behaviour Coordinator.

In case of a report of a suspected integrity violation, the Responsible Behaviour Officer will work together with other members of the Integrity System. This includes Human Resources, the Psychosocial Care Unit, Operations, the Control Unit, Confidantes and investigators, as well as the relevant departments and line managers, the Works Council, OCA partners, and other MSF sections as appropriate to the case.

The Responsible Behaviour Officer has a championing, initiating and implementation role with regard to integrity. He/She works with all parts of the organisation to ensure that the integrity system runs effectively.

OBJECTIVES

  • Further develop the OCA integrity system (FRB and CoC related policies, protocols and guidance documents),
  • Develop and implement training modules to create awareness about the integrity system at HQ and in country locations,
  • Strengthen integrity systems in country locations,
  • Address reports of CoC violations within the OCA integrity system

MAIN RESPONSIBILITIES

  • Develop and implement a robust integrity system for MSF OCA that is fit for purpose, including developing and updating policies, protocols and other guidance documents;
  • Manage cases for which the RBU is responsible, including engaging with the parties to a conflict; liaising with HR, desks and the field on possible resolution options and follow-up; and securing support to the parties (through PSCU, law enforcement and other);
  • Work on internal investigations, including chairing investigation panels, developing the case strategy, collecting evidence, drafting investigation reports and advising on necessary follow-up (including sanctions);
  • Advise stakeholders, including the Director’s Office, Human Resources, line managers both at HQ and in the field, Confidantes at HQ level and the Respect Team on appropriate procedures to address reports of integrity violations;
  • Advise on the development of field support systems, including advising HoM/HRCo on risk analysis for responsible behaviour violations; making inventory of local support services (PSCU, sexual assault, etc.); advising HoM/HRCo on establishment of Confidantes at project and coordination levels; compiling and maintaining an overview of relevant national laws (criminal, labour) and definitions, as well as misconduct issues that have an impact on OCA missions;
  • Develop trainings on the Integrity Framework in collaboration with learning and development, HR and other departments, and deliver such trainings, as appropriate;
  • Manage a systematic and integrated database that allows accurate reporting on reports of (suspected) integrity violations, as well as the identification of behavioural trends;
  • Communicate on RBU issues to management and staff, including supporting the creation and updating of RBU website, RB booklet, flow charts, reports and other communication tools.

CANDIDATE PROFILE

  • Bachelor level degree or equivalent thinking level in a field relevant to this profile (e.g. law, social or organizational sciences, etc.);

  • At least 5 years of relevant work experience in an international organisation;

  • Fluency in English is required; fluency in French and/or Arabic is very advantageous;

  • Strong analytical and advisory skills and the ability to translate complex analysis into concise, clear, and actionable conclusions and recommendations;

  • Ability to develop case strategies, conduct investigative interviews and deliver investigation reports of high quality and within short deadlines;

  • Proven track record in developing and implementing policy and process change, process improvement familiarity would be an advantage;

  • An understanding of the governance structures, and decision-making lines at MSF Headquarters and missions is considered an asset;

  • An affinity with the principles and objectives of MSF’s work together with a thorough understanding of Diversity, Equity & Inclusion and intersectionality and how it relates specifically to the work of the RBU.

  • Excellent listening skills, ‘hearing’ the needs of people;
  • Excellent verbal communication skills, including the ability to deliver (remote) trainings and briefings;
  • Willingness to travel to field projects;
  • Persuasive, persistent, ability to organise and drive initiative involving different stakeholders, ability to influence and project authority;
  • Good team-player, flexible, ability to work independently, ability to manage conflict;
  • Ability to handle highly sensitive situations and confidential information diplomatically and discreetly;
  • Affinity with the principles and objectives of MSF’s work, specifically with the work of the RB.

WE OFFER

  • An influential, challenging and exciting position in an international environment;
  • A contract for 12 months for 32 – 40 hours per week.
  • We are flexible on where the job is based; it can be global though preferably in an MSF OCA location (mission or office);
  • A gross monthly salary between €2,875.00 and €4,106 (if based in Amsterdam, but on a comparable level according to location) depending on relevant professional experience, based on a fulltime appointment, Amsterdam;
  • Other benefits include 30 holidays based on a fulltime appointment and a premium-free pension plan.
