Creative Associates seeks a Senior Area Manager (SAM) for a community policing project in a conflict environment funded by the Department of State (DOS). The Senior Area Manager will support program efforts to establish a skilled, capacitated community police force, which will result in better security, reduced friction between residents and security forces, and therefore less space for malign actors in a post-conflict setting. This will require close work with local authorities, security providers and local communities to address community security related issues. S/he will oversee the day-to-day process of stakeholder engagement and project prioritization, planning, approval, delivery, and reporting.

The SAM will have experience in activity/ grant development from the donor or beneficiary perspective and demonstrated experience with program management and reporting in addition to having the knowledge about work and organization of the local authorities in program areas.

S/He will have the ability to analyze political work, define problems, collect data, establish facts and draw valid conclusions, and the ability to think innovatively.

The Senior Area Manager will report to the Deputy Chief of Party. This position will manage program coordinators and field officers.

Responsibilities

  • Support the DCOPs in the development of the program strategic framework and work plans for program implementation to ensure the achievement of the program goals;
  • Support the DCOP in the daily program management of the team and activities.
  • Provide technical oversight and input into ongoing stabilization grants and activities, reviewing technical deliverables for the grants and activities.
  • Support the DCOP in the program planning and development of grants and activities, workplans and budgets that are related to program activities.
  • Support program wide budget and program activity management, including tracking activity development, implementation and disbursements;
  • Work with program coordinators to establish and maintain effective relationships; with community-based security stakeholders.
  • Analyze program research findings to inform program and activity design.
  • Work with program coordinators to develop project ideas and liaise with program partners about local circumstances and context.
  • Work with program coordinators to design, budgets and remotely manage activities that contribute to the development of community police.
  • Work closely with the project’s procurement team to ensure procurements are completed on time and to specification;
  • Work closely with the Monitoring and Evaluation and Reporting Manager to ensure M&E and reporting inputs for reporting deliverables are provided by field staff in a timely manner.
  • Support the program field team on providing assistance and mentoring to partners in their daily work and to improve their deliverables;
  • Provide mentoring for program team members and support them to learn new skills required for their professional growth;
  • Oversee the process of collecting information on the progress of activities, in order to maintain up to date information, and an updated weekly activities’ tracker;
  • Help identify appropriate STTA support for community policing and community security efforts.
  • Maintain oversight and report regularly on the professional progress of local partners.
  • Contribute to the project’s weekly, quarterly, and final reports submitted to donors as required.
  • Respond to requests from the client agency and supervisors as needed; and
  • Perform other duties as required.

    Qualifications

  • Master or bachelor’s degree in a relevant field.

  • A minimum of five (5) years of work experience in development work, international project management.

  • Experience implementing development activities in a complex and challenging operational setting, preferably in a fragile or transitional state environment.

  • Experience liaising with international officials and donor organizations.
  • Strong analytical, organizational and communications capacity.
  • Demonstrated experience in managing trainings, advocacy, community organizing, media and/or communications activities.
  • Proven record of quality and accountability in managing activities through local partners and diverse stakeholders;
  • Understanding of other organizations in the region and interactions with local government and bodies;
  • Ability to build effective, credible partner and key stakeholder relationships and networks;
  • Excellent written and spoken English skills.
  • Working proficiency in Arabic and
