SENIOR FINANCE OFFICER (INT7471), Yemen – Shafar

 

The Role

  • Ensures the implementation of Oxfam’s internal controls, finance policies, systems and procedures that it conforms to the minimum and mandatory financial standards.
  • Lead in monitoring programme management budgets, and bring to the attention to Programme Manager for any significant variances
  • Check and validate all financial transactions including uploading in the ledger, adjusting journal entries to ensure that they are properly coded, properly supported and within the budget holders’ limit to minimise the number of correction miscoding.
  • Undertake and monitor all payments, including partner organisations, and ensure smooth, timely issuing for payments and all financial transactions of the country program, including projects, are in line and compliance with Oxfam’s policies and within the country authorization limits.
  • Produce journals (EOC, Medical Levy, Depreciation and other miscoding adjustments on contracts, projects, etc.) as and when required
  • Responsible for the year-end and month-end processes completion on a timely manner, accurate and reliable with the support of her/his line manager.
  • Ensures top-up requests, cash-flow forecasts and meet deadlines set by the Country Office, and review the cash and bank balances on daily basis and maintain adequate buffer fund balance.
  • Acts as the focal point in the efficient conduct of project/donor audit and internal audit (project and statutory) by providing necessary informational and explanations, supporting documents, reconciliation etc.
  • Ensure timely update of Hajjah bank mandate as needed
  • Lead in conducting partners’ financial system appraisal and review of finance report from partners to ensure they that are compliant with Oxfam and donor’s standards and guidelines
  • Provides capacity building support to partners in the area of financial management and controls and recommends the accuracy of financial information as well as for communicating and/or clarifying financial issues with partners, as needed;
  • Ensures there is up-to-date Assets Register in coordination with Senior Logistic Officer
  • Ensures that all financial transactions (soft – in the box and hard copies) all filed properly on daily basis and easily accessible.
  • Manages the performance and performance development of direct reports i.e. Finance Officer
  • Performs other tasks requested by the Programme Manager to ensure smooth running of the programme.

Security:

  • Follow all SoP of Security and safety and COVID 19.
  • To work closely with relevant staff to ensure that all Oxfam staff adhere the security protocols
  • Upon need and advice, collaborate with the Security and Safety unit, and Field Security Focal to train staff in security management as may be requested
  • Report any security misconduct and security accident, as per SoP.

What we are looking for

  • At least 5 years’ experience in a similar role in Humanitarian organisations
  • A bachelor’s degree /College qualification in the relevant field or equivalent experience Accounts, Commerce, Finance and Banking
  • Professional certification in Accounts such as CPA is preferred
  • Demonstrated experience of managing budget and expenditure
  • Diplomacy, tact and negotiating skills. Team-working skills. Flexibility under pressure and in response to changing needs.
  • Attention to detail and excellent numeracy. Qualifications and/or extensive experience in: finance, accounting or business management, team support and communications.
  • Excellent MS/ Excel skills
  • Good written and spoken English.  Ability to keep clear and concise records.

Desirable

  • Financial management ability in integration with other programmatic Matters.
  • Working knowledge of Arabic.
