Background    
     
    Under the supervision of the Human Resources Officer, the Senior Human Resources/ Payroll Assistant is the focal point for interpretation/clarification of the OSCE Staff Rules, Regulations and Instructions: oversees proper application of Regulations and Rules to establish entitlements of the mission members; ensures the timely and accurate Personnel actions for appointments, extension of appointments/assignment and separations of international and local mission members; coordinates the proper and timely application of Performance Management procedure; and conducts briefings on personnel related matters. The Assistant is the focal point for processing payroll information and reviews data on salary entitlements, changes in status, social security, health insurance, dependency allowances and provident fund etc., ensures that correct amounts are entered in the payroll processing system, and investigates and corrects any discrepancies.
     
Tasks and Responsibilities    
     
   

Personnel Administration

  • Acting as a focal point for interpretation/clarification of the OSCE Staff Rules,Regulations and Instructions. Overseeing proper application of Regulations andRules to establish entitlements of the mission members;
  • Ensuring timely and accurate Personnel actions for appointments, extension of appointments/assignment and separations of international and local mission members;
  • Overseeing proper and timely application of Performance Management procedure;
  • When required, conducting briefings on personnel related matters for local and international new mission members upon intake, on-job and separation;
  • Maintains the ORACLE HR database, enters Home Leave and Rest and Recuperation entitlements;
  • Maintains personnel and related HR files.

Payroll Administration

  • Enters monthly payroll’s deductions such as mobile private calls, private OSCE vehicle usage, travel entitlements, FMMC decisions etc.;
  • Updates/changes payment methods, personnel related data in the system. The incumbent is fully responsible for processing MMs payment instructions, ensures that all payment method forms and bank details information are filled out properly containing all necessary information;
  • Processes salary/BLA advances for staff. Enters information in ORACLE and ensures that BLA/salary advances are paid out in compliance with Staff Instruction;
  • Enters supplier/employee information, overtime records, daily staff attendance; prepares monthly Labour Distribution (LD) forms, etc.;
  • In coordination with HR Officer prepares monthly payroll for submission to final approval by CFA for staff salary/final payments;
  • Assists mission members with clearance/check out procedure, makes sure that mission members separation is processed in accordance with the OSCE Instructions. Coordinates with FAU and programme staff on required administrative actions;
  • Prepares ad hoc reports from ORACLE and personnel/payroll related statistics.

Perform other related duties as requested.

     
Necessary Qualifications    
     
   
  • Completion of Secondary Education supplemented with training in administration;
  • Minimum of 6 years of relevant work. A first-level university degree in a relevant field may be considered as a substitute for one year of working experience, an advanced university degree for two years of working experience;
  • Computer literate with practical experience in Microsoft Office applications;
  • Excellent written and oral communication skills in English and Russian and in local language.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 1023.16 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
