This role is a unique opportunity to support the mobile industry and stakeholders to influence spectrum policy in Europe and to work together with experts around the world. As Senior Manager, Spectrum – Europe, you will develop and deliver an advocacy agenda that is related to the future of the mobile industry and the lifeblood of mobile connectivity.

About the Role

The role will contribute to GSMA Europe’s efforts to support our members in advancing their collective public policy interests, in particular related to spectrum policy. The Senior Manager, Spectrum –Europe will work together with our Brussels team and our global spectrum team as well as our members to ensure that mobile operators have timely and affordable access to appropriate spectrum.

Key roles and responsibilities include the following:

  • Work with GSMA members to understand their perspectives, assist in the development of clear policy priorities for spectrum
  • Coordinate the work of the Frequency Operator Expert Group in Europe, including working with members to establish agendas and deliver work plans
  • Collaborate effectively across the GSMA. This includes working closely with the global spectrum team ensuring that our work at regional level is aligned with global goals and agreed global policy positions.
  • Lead proactively in the policy debate and exercise judgment to propose and steer a course on message alignment and delivery that reflects the consensus but maintains a credible and positive contribution to the debate
  • Contribute to GSMA policy positions by writing, updating and editing position papers, policy briefings, public consultation responses, letters, presentations, leave-behinds and proposed amendments to draft laws
  • Provide systematic monitoring, analysis and dissemination of political intelligence to inform GSMA’s policy and advocacy work
  • Identify policy and legislative milestones and other advocacy opportunities to ensure we anticipate developments and use them effectively as hooks and opportunities to deliver our messages
  • Represent GSMA at internal and external meetings and events
  • Organise small scale events, supporting both our advocacy work and our efforts to position the GSMA as a thought leader and constructive contributor to the policy debate in Brussels and in European countries
  • Assess opportunities for partnering with other organisations for joint advocacy efforts
  • Support the GSMA capacity building course on spectrum

About You

  • Significant experience in spectrum policy and international spectrum management, such as coexistence between services, spectrum pricing and award best practices
  • Solid understanding of the mobile industry and knowledge of EU players and processes
  • Experience in designing and delivering advocacy campaigns through stakeholder engagement, building evidence and delivering results
  • Ability to foster consensus among members with diverse interests
  • Fluent and compelling written and oral communications skills, particularly in English, including the ability to express complex regulatory and technical issues in plain language
  • Additional (to English) language skills such as French are an advantage
  • Experience in establishing and managing productive relationships across stakeholders
  • Excellent cultural awareness and a desire to work with teams around the world
  • Experience delivering results both through individual contribution and through culturally diverse, collaborative teams.
