We are currently seeking qualified candidates for the position of Senior Operations Manager for an upcoming WB-funded opportunity: Ghana Accountability for Learning Outcomes Project (GALOP). This position will be based in Ghana – in the field offices of the project’s target states – and is contingent upon award.

Program Description:

The Ghana Accountability for Learning Outcomes Project (GALOP) is a five-year activity aiming to improve the quality of education in low performing basic education schools and strengthen education sector equity and accountability. The project aims to (1) improve learning outcomes for out-of-school-children and P1-P4 students; (2) build sustainable capacity in schools; (3) inform which interventions are most effective in the Ghanaian context; and (4) build the ecosystem for outcomes-based funding in Ghana.

Position Description:

The Senior Operations Manager works closely with the Program Management Team, which may include (but may not be limited to), the Team Lead and Deputy Team Lead, Senior Operational Manager (including Finance), and Senior M&E lead. The Management Team is responsible for developing and managing the workplan; developing the interventions in collaboration with relevant stakeholders in the regions/districts; managing and ensuring technical delivery; managing and ensuring appropriate monitoring and reporting and feedback loops into the program; responsible for managing relationships in the different districts and or school communities; ensuring appropriate communications and knowledge management both internally within the project and with external stakeholders. This position is contingent upon receipt of donor funding and will be based in Ghana.

Responsibilities:

The Senior Operations Manager is responsible for overall contract and budget management, management of risks including fiduciary risks; management of subs; ensuring that the results of monitoring and lesson learning feed into program implementation; procurement,
logistical and administrative oversight; overall management of relationships with other Ministry of Education (MOE) programs and key external partners including MOE. S/he must have experience with management and/or administration for international development projects of comparable
size and complexity to LEARN, and including experience managing sub-contracts.

Qualifications:

  • Master’s degree (preferred) in Accounting, Finance, Business Administration, social sciences, or related field;
  • Minimum of 12 years of progressively responsible operational and financial management experience in support of large-scale international development programs;
  • Experience with service provider contracts;
  • Clear understanding of appropriate policies and procedures with regards to procurement processes, operation systems, and HR management;
  • Strong consultative and negotiation skills;
  • Ability to build positive working relationships with local communities, government officials, and donor representatives;
  • Ability to analyze and establish effective and supportive cross-program coordination, organizational procedures, and management systems;
  • Excellent analytical, numerical, and problem-solving skills;
  • Preferred experience in the education sector in Ghana or the region;
  • Must have demonstrated ability to work in complex environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines;
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision; and
  • Excellent written and oral communication skills in English are required.
