Background:

The Lutheran World Federation, world service department, in response to the Syrian refugee crisis, established operations in Jordan in 2012. The Lutheran World Federation is assisting refugees and vulnerable groups in Amman, Zarqa, Irbid, Mafraq and Za’atari camp. The Lutheran World Federation is running projects related to Education, WASH, Livelihoods, Protection, Rehabilitation and Humanitarian Assistance.

Scope of Work:

This Senior PMER Officer position is responsible for ensuring effective application of various internal controls and monitoring functions in LWF Jordan. Moreover, the position shall ensure quality programming, projects, program and organizational monitoring of outcomes and impact, credible data collection and management, and quality reporting based on continuous learning.

Roles & Responsibilities**:**

Planning

a. Guide LWF Jordan teams in high quality information gathering and analysis processes at community, local, and national levels to inform program and project designs and drive continual improvement across the programs and projects.

Requirements:

Essential

· A minimum of a BA in management, MIS or any related field.

· A minimum of 5 years of relevant work experience, with a strong preference for experience from an International NGO and/or Humanitarian work.

· Strong computer skills in basic standardized software (Excel, Word, PDF, etc.), and experience of computerized M&E systems.

· Excellent English communication (Verbal & Written).

b. Contribute to the preparation of Theory of Change or logical frameworks and lead the M&E plans of the programs/ projects.

c. Ensure quality of the data and information on the projects/programs in the LWF-WS managed web-based PMER Newdea system.

d. Coordinate the preparation of LWF Jordan’s Country Annual Plan (CAP)/Country Annual Target (CAT).

e. Lead the development of GESI-responsive PMER plans and strategies for the CAP/CAT and for the projects, and ensure the implementation of the strategies and plans as well as estimating resources for M&E activities.

f. In consultation with management, ensure the Country Results Framework is developed and uploaded on the web-based system

Monitoring and Evaluation

a. Contribute to the development and effective use of PMER systems for tracking and monitoring activities including technical support in the development of monitoring tools and establishment of data bases

b. Ensure the overall quality of LWF Jordan teams field data collection exercises, data management, and analysis.

c. Design and manage evaluations, periodic reviews and different assessments in compliance with LWF’s evaluation policy, from development of ToR, advising management on approval of final report, dissemination of evaluation/assessment findings and recommendations with intended audiences.

d. Explore gaps and challenges of result-based monitoring and support the project teams and partners in extracting lessons learnt and good practices and documenting case studies which demonstrate qualitative and quantitative changes.

e. Ensure effective and appropriate capacity building for LWF Jordan and partner teams on skills and competencies necessary to deliver high quality PMER and data management.

f. Support program, and finance staff in developing and uploading PBOs and related revisions timely

Reporting and recording

a. Prepare consolidated progress reports for project management including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations in line with Newdea system.

b. Assist in the preparation and review of reporting formats and/or templates, verification and finalization of monthly, quarterly and annual progress reports in accordance with LWF and donor requirements.

c. Prepare regular highlights/updates on the use of the web based PMER system with inputs from all project and sector coordinators and share with all relevant staff and units of the country program.

d. Ensure that all projects and program are compliant with internal reporting requirements, including Newdea, and lead on the establishment and operation of an improved (digital) beneficiary data management system (e.g. Survey CTO, KOBO etc.).

e. Support country office staff field teams in using the project web-based PMER system and ensure all proposals, baselines, log-frame and monitoring indicators, reports and other related records for all projects are uploaded onto the Newdea system.

f. Manage the country program’s archiving/filing system and lead the digitalization process of the country program.

g. Regularly extract from data systems ‘dash-board’ reports for use by management staff

h. Keep an updated calendar for reporting deadlines and ensure field staff are sending through their contribution on a timely manner and with good quality.

Knowledge management

a. Share information with program teams and lead the delivery of Country Program knowledge sharing events and processes, focusing on learning and continual improvement.

b. Support to prepare and implement knowledge and learning capturing and dissemination strategy and to ensure that learning and knowledge of the project/ program is effectively captured and disseminated. Ensure gender, disability and child protection issues are mainstreamed in such strategies.

c. Visit field periodically (at least monthly) to work with field staff and partners to capture knowledge and prepare initial draft of the knowledge product as well as to support them in doing so.

d. Coordinate for feature stories/human interest stories and best practices/innovations for communication and exchanging knowledge and experiences of projects intended to achieve.

e. Coordinate the collection of photographs/video clips from the field required for knowledge products and work jointly with the programs team on audience identification and finalization of the knowledge products (i.e. identify right formats, finalize language, layout and branding). Plan for dissemination plan and delivery of the knowledge products.

f. Coordinate with other stakeholders (i.e. government, academia, INGOs, civil society organizations and research institutions) to share the projects’ knowledge as well as to encourage them on capturing and disseminating learning and knowledge related to LWF Jordan’s programmatic areas.

Carry out any other duties assigned by the line manager and the Country Director as per the need of the organization within scope of work.
