JOB BRIEF

USIP hosts the Secretariat for the RESOLVE Network, a global research consortium committed to empirically-driven, locally-defined research on the drivers of violent extremism and sources of community resilience. In support of USIP and RESOLVE’s mission, the Senior Program Specialist manages the RESOLVE budget and finance, provides assistance to project finance, coordinates project/funder reporting, coordinates RESOLVE Network administration and record keeping (including organizational membership and engagement), and RESOLVE events. The Specialist assists the Director in developing and fulfilling a strategic plan and budget to ensure sustainability for RESOLVE.

TARGET SALARY RANGE

Grade 11 – $72,000 – $75,000

The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity, and amount budgeted for the position.

RESPONSIBILITIES

Budget & Financial Management, Planning, and Coordination

* In collaboration with Director, manages the total RESOLVE budget, including budgets across multiple projects and funding lines, and budget projections.

* Coordinates and oversees the finance and budgeting of all RESOLVE projects.

* Prepares monthly program budget reports to share with the team.

* Manages and analyzes the total RESOLVE budget with RESOLVE Director. Develops recommendations on any actions that may be required to ensure RESOLVE has the resources necessary to meet its goals and objectives.

* Serves as the main point of contact for external contractors and vendors for specific projects and provides technical advice on contracts and procurement processes to the team.

* Coordinates and manages contracts with external vendors including invoice payments

Network Administration and Resource and Knowledge Management

* Provides overall resource and knowledge management for the RESOLVE Network.

* Coordinates regular updates and quarterly donor reports. Submits and updates project records in USIP databases.

* Manages RESOLVE Networks administrative systems and data management.

* Manages RESOLVE membership, including Network Partnership application and review process, and Network engagement and liaison.

* Drafts regular Director Reports to share with the RESOLVE advisory board.

* Supports and coordinates the development of RESOLVE’s strategic plan. Including supporting the development of funding concept notes and proposals and providing assistance and coordination for budget planning for funding proposals.

Outreach & Event Planning

* Leads event management and coordination for recurring RESOLVE events including Steering Committee and Network Partner Meetings, the Annual Global Forum, and RESOLVE advisory board meetings.

* Coordinates and provides administrative assistance to ongoing projects events including conferences, roundtable briefings and workshops.

* Represents RESOLVE at events and conferences. Briefs governmental and other organizations on RESOLVE and project activities.

* Builds and develops relationships with individuals and organizations

Performs other duties as assigned.

QUALIFICATIONS

* Bachelor’s degree (Masters preferred) in international relations or related field required.

* Five (5) or more years of related experience recommended.

* Demonstrated experience of managing budgets for a portfolio of multi-million dollar multi-annual projects.

* Demonstrated experience in ongoing knowledge and resource management and reporting.

* Demonstrated expertise in project management and business administration.

* A good working knowledge of USIP internal finance administrative systems and procedures preferred.

· Experience in event planning and management.

* Ability to travel in the United States and abroad required.
