The Monitoring, Evaluation and Learning (MEL) Specialist is a member of the Program Office (PO) and serves as the advisor and recognized expert on the Agency’s MEL processes. Further, the incumbent provides expert technical assistance in linking evidence to project design; developing indicators for monitoring USAID performance at activity, project, and strategic levels; developing and maintaining the USAID Performance Management Plan (PMP) and project level monitoring and evaluation plans; producing annual reports on USAID performance; leading the facilitation of learning from and making decisions based on monitoring and evaluation data; and collaborating with USAID and partner staff using a web-based management information system. More specifically, the incumbent will provide a full range of consultative, advisory, information-gathering, analytical, and evaluative technical services of both strategic and specific scope and complexity; and advises senior management, thereby contributing to the achievement of USAID and U.S. Embassy Honduras goals and objectives.

The MEL Specialist will report directly to the Program Officer or designee and supervises the USAID Development Assistance Specialist (Geospatial Information Systems [GIS]).
