Organizational Context

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. This position sits within the IFRC Lebanon country office, Beirut Port Explosion operation. The position will be embedded into the Lebanese Red Cross, working along side the newly formed Logistics team.
Job Purpose
The main aims and purpose of this role is to support;
- Support (and set) the long term strategic direction of the department.
- Support, and at times lead the internal (Partners) and external coordination.

Support the daily operations and work with other departments to find synergy and solutions for best practices in support of daily operations, preparedness planning and readiness.
Job Duties and Responsibilities
LRCS support –
- To continue to develop the supply chain strategy for the operation in order to provide strategic planning (daily and long term) for efficient supply chain services to all programs. The supply chain strategy will include the following; structure, organization (existing and proposed), resources and assets, capabilities, procedures, communication and information, management, HR profiles and budgeting in alignment of programs and other support services and should be considerate and complementary to other existing strategies within the National Society (NS).
- With LRC counterpart, update work plans, monthly and annual including budget provisioning.
- To continue to build relationships with Logistics colleagues in order to share experience and logistics knowledge, build capabilities to enable the transference of learning from IFRC to LRC.
- Coordinate and facilitate training in warehousing, Fleet and general logistics management to staff of LRC staff and volunteers and those who are directly involved, such as labour.
- To ensure the delivery of quality logistics services (against the EPoA) that meets the needs of partners and service users, avoids duplication and focuses upon the provision of aid to affected community members and the safe storage and delivery of items for other departments.
- To prepare timely weekly updates (Sit Reps) and monthly reports, detailing specifics of warehouse In/Out bound consignments, Stock positions, Training and capacity building, HR, Finance etc.
- To produce regular, timely and accurate narrative and financial reports (where applicable) for the Federation and donors.
- Liaise with international, governmental and non-governmental organizations on logistics matters and collaborate where appropriate.
- Support and promote regular logistics meetings with partners, focused on cooperation, coordination and leveraging professional support, services and resources through partnership and in support of the agreed logistics strategy of the LRC.
Delegation support –
- To co-ordinate and manage (through the administration) the external supply and logistics support for operations including requisitioning, receiving, storing and issuing goods in-line with IFRC standards, practices and procedures in conjunction with NS Logistics.
- To provide supervision and direction of the operations’ sourcing systems in close cooperation with Regional Logistics unit.
- To provide logistics technical advice, support and training to IFRC personnel and LRC to warrant the necessary capability and understanding exists ensuring that there is full adherence to best practices, principles, and compliance with necessary regulation, legislation and IFRC procedures.
- To lead country level co-ordination in Logistics with other humanitarian/government agencies
- To be responsible for the effective management and maintenance (with admin spt) of IFRC fixed logistics assets ensuring adherence to country and IFRC regulations, practices and other requirements.

Education

Basic Delegates Training Course or equivalent knowledge

University degree in logistics, procurement, administration, finance or equivalent field or equivalent experience
