World Vision is currently accepting applications for a Technical Directorfor an anticipated 5-year USAID-funded Maternal, Child Health and Nutrition (MCHN) program in Lao PDR.

The new MCHN program will support the Ministry of Health and other key local actors to seek to address the inequitable health outcomes of the most underserved segments of the population through a targeted health system strengthening approach. The program will scale-up evidence-based Reproductive, Maternal, New-born, Child, Adolescent Health and Nutrition interventions and test realistic innovation to improve health outcomes, with a definite focus on the 1,000 days.

Purpose

The Technical Director will provide technical leadership and oversight for the program, and will lead the technical expertise with an emphasis in the areas of reproductive health, maternal, new-born, child and adolescent health and nutrition of the program. This position who reports to the Chief of Party, is a senior leadership position and the successful candidate will serve on the program senior management team.

Major responsibilities

  • Technical leadership: Provide technical leadership to the staff, but also with Government Counterparts and other partners to ensure high quality, evidencebased approaches and effective implementation

  • Planning implementation and financial management: plan aspects of program implementation related to technical coordination and technical activities, ensuring the project meets the obligations under the program with USAID and ensure quality implementation, reporting, and learning.

  • Quality Assurance and Learning Evidence: led effective program reporting and communication systems. Ensure the program is taking a lead role in coordination in the area of implementation, including seeking cooperation for joint advocacy opportunities and providing inputs into Technical Working Groups related to project outcomes.

  • Human Resources: Supervise, ensure proper technical and management capacity of technical staff assigned to the program.

Qualification

  • Minimum of a Master’s degree or equivalent in public health, nursing/midwifes, nutrition or other technical field directly related to the maternal and child health and nutrition. PhD/MD preferred

  • 10 years of experience related to implementation of programs in lower to middle income economies, Lao PDR and South East Asia experience preferred.

  • Minimum of 7 years of experience working in experience in public health, with technical expertise in maternal, child health and nutrition.

  • Substantial prior experience working on USAID-funded projects, and knowledge of USAID operations, priorities, and programming.

  • Prior Technical lead experience in large and complex programs.

  • Expertise in research and project implementation in multiple health and nutrition technical areas highly desired, including health system strengthening, reproductive, maternal, newborn, child, adolescent, health nutrition.Strong computer literacy.

Language

Fluency in English is required, Lao language skills will be viewed positively.

Work Location

Lao PDR, Vientiane with frequent travel.
