The British Embassy in Tbilisi is part of a worldwide network, representing British political, economic and consular interests overseas and we are now looking for a CSSF Regional Project Officer (3 months, fixed-term with possibility of extension).

The temporary Regional Project Officer role will provide support for the UK’s Conflict, Stability and Security Fund (CSSF) Eastern Neighbourhood (EN) Programme to flex and adapt to the changing operating context following events in Armenia, Azerbaijan and Belarus and arising from the impact of Covid-19.

The Programme operates on a hub-and-spoke model, with a Hub working from the British Embassy Tbilisi supporting project officers located in each country. This position will be part of the regional Hub in Tbilisi. The Hub provides quality control of in-country projects, oversight and monitoring and evaluation of regional programming as well as direct contractual and project management services.

The  CSSF Regional Project Officer will:

  • Support the programme to design, adapt and deliver a portfolio of new regional and/or country-based projects flexed to better meet emerging needs and address the impact of Covid-19;
  • Support the Programme Team to renew and strengthen a focus on Monitoring and Evaluation (M&E) to provide analytical inputs to inform decision-making and improve reporting as the programme adapts;  
  • Support wider change management processes and support resilience of the wider team.

While this is a short-term role, it offers the jobholder an opportunity to be part of a regional team during a period of change that provides new opportunities and challenges to shape how the UK delivers programming in the region. The role offers an opportunity to develop project management skills and work on a range of important issues from peace building to capacity building of civil society and leveraging UK technical assistance for government reform programmes. Further, gender equality is at the heart of everything that we do, and the Programme further delivers under the UK’s National Action Plan on Women, Peace and Security offering an opportunity to help advance our approach in this vital area.

Candidates should be aware that the role is subject to change due to a wider organisational change process.  It is also a new role designed to support the existing team with additional capacity linked to heightened workload in the region that is expected to subside in time.  

Project Management – 45%

  • Develop and manage a portfolio of projects:  This will include taking on and adapting existing projects and designing new projects.  That involves commissioning analysis and evaluating inputs to aid decision-making; collaborating with partners and drawing in expertise to aid the development and delivery of effective programming; ensuring compliance with all financial and procurement procedures; providing day to day management of projects, oversight and Monitoring and Evaluation and support to implementers;
  • To support project delivery with wider activities such as event management, stakeholder engagement, communications and efficient administration.

Regional portfolio M&E – 35%

  • Provide Quarterly Reporting of regional and bilateral output and outcomes against expected country- and programme- level impacts;
  •  Lead on the development and improvement of monitoring and evaluation on a number of thematic areas to be agreed.  For example, this could be focused on the regional impact of Covid-19 or how gender inequality or human rights are changing in a particular area.  This will involve commissioning analysis and research to support you to draft an assessment, incorporating material from internal and external sources and enabling a report and evaluation that assesses needs and the effectiveness of CSSF responses;
  • Support the development and implementation of new M&E tools and approaches.

As the programme flexes to changing needs across the region, it may be necessary to increase or decrease percentages flexibly on the total contribution the jobholder makes to either project management or regional M&E.

Change management and resilience – 10%

  • To support the Programme Manager on change processes and provide resilience to the wider team;
  • Administrative duties to support the effective operation of the Hub, including data management responsibilities.

  • At least 3 years’ experience of project management, working in an international organisation, civil society or government agency;
  • Proficient written and spoken English;
  • University / Bachelor’s degree, ideally in international relations or similar;
  • Analytical and service delivery skills;
  • Strong administrative skills and experience of working in a team.

  • Previous experience working on peace and reconciliation, stability and security issues.

This is a full-time, fixed term position for 3 months with possibility of extension, 40 hours per week.

The gross monthly salary is 6,979 GEL. Please note that staff members are responsible for paying any income tax and state pension contributions required by local law.

The successful candidate will be subject to a professional background check and security clearance.

Staff recruited locally by the British Embassy in Tbilisi is subject to local Terms and Conditions of Service.
