The British Embassy in Chisinau is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a Defence Special Projects Officer. 

The main purpose of the role is to manage high-level Defence Section projects related to the Women, Peace and Security agenda, Security Sector Reform, centre/office management and Civil Service professionalisation.

Duties and Responsibilities: 

  • Manage three high-level Defence Section projects:
  1. The ‘Women and Ethnic Minorities Initiative (WEMI)’: unlocking access to mid-level and senior leadership roles for underrepresented groups across the security and defence sectors. Expertise required in the management of projects related to the Women, Peace and Security agenda, and/or the implementation of UN Security Council Resolution 1325 and enhancement of opportunities for ethnic minorities;

  2. Strategic Defence Review (SDR) assistance: working alongside UK subject matter experts (SMEs) to deliver an SDR package to the Presidential Administration. Lead on the booking of travel and subsistence for UK SMEs, co-ordination of meetings, briefings and project documentation.

  3. The UK Open Source Centre: ensuring continuity of operations following the Centre’s launch in 2021. Includes management of courses alongside US and Romanian partners, as well as equipment maintenance and procurement.

  • Act as the British Embassy’s point of contact for the NATO Professional Development Programme, through close interaction with the NATO Liaison Office, programme management team, UK Delegation to NATO, UK and Moldovan Ministries of Defence and Allied partner nations, to ensure regular updates, project monitoring and evaluation. 

  • Provide day-to-day project management, including scoping, research, implementation, monitoring and evaluation for the projects identified above.

  • Assistance to, and/or project management of, other Defence Section projects throughout the period of the contract.

  • Accompany the UK Defence Attaché to high-level project scoping meetings, providing interpretation/translation to/from Romanian and Russian as required.

  • Establish and maintain relevant contacts across the UK and Moldovan security and defence sectors, including Ministries of Defence, think tanks, non-governmental organisations and civil society. Interact daily with project interlocutors, including working-level institutional contacts and key civilian, military and political leaders from the Ministry of Defence, Presidential Administration and regions of the Republic of Moldova.

  • Produce fortnightly progress reports (including the monitoring of media outputs related to Defence Section projects) for the Defence Attaché.

  • Excellent English, Romanian and Russian language skills (C1 level or above under the CEFR*).

  • Proven project management skills (at all stages from scoping to implementation, monitoring and evaluation) related to the Women, Peace and Security agenda, and/or the implementation of UN Security Council Resolution 1325, and/or the enhancement of opportunities for ethnic minorities.

  • Established network of contacts within the fields identified above.

  • Experience of managing medium-to-large project budgets.

  • Basic understanding of the roles and outputs of the Moldovan security and defence sectors.

  • Basic understanding of UK defence engagement outputs in Moldova.

  • Experience working with international organisations or diplomatic missions.

  • Bachelor or Master’s Degree in Internal Relations or a related subject.

  • Industry standard project management qualifications such as PRINCE2.

This is a fixed-term contract of 12 months renewed on a yearly basis.

All applicants must currently hold the independent right to live and work in Republic of Moldova and be prepared to ensure that right remains the scope of the contract.

The British Embassy does not sponsor for work permits.
