Deepening the UK’s relationship with ASEAN is a top priority for UK Ministers, as part of the UK’s tilt to the Indo-Pacific. This new position will work with the newly-appointed ASEAN Trade and Economic Counsellor and regional colleagues to build strong trade relationships between the UK, ASEAN and its member states, unblocking barriers to trade to enable UK businesses to make the most of the opportunities available. The job-holder will provide expertise, coordination and insights to develop and implement DIT’s trade policy, market access and regulatory diplomacy strategy in and with ASEAN. The job sits within the APAC region of the Department for International Trade (DIT) headed by the HM Trade Commisioner in Singapore, and forms part of the APAC Market Access Hub based in Japan. It will work closely with UK diplomatic posts across the region and with the Bilateral Trade Relations Directorate in the Department for International Trade in London.

Roles and responsibilities / what will the jobholder be expected to achieve?:

You will:

– coordinate market access and regulatory diplomacy work across the ASEAN region, working with DIT and FCDO (Foreign, Commonwealth and Development Office) colleagues to set priorities, identify synergies and advise on opportunities for senior engagement, including by Ministers and HMTC APAC.

– support DIT regional sector leads and individual posts, particularly those with limited resource for market opening work, in developing and implementing stakeholder engagement plans and campaigns to secure progress in dismantling barriers

– provide regional policy insights and expert input to trade reviews and reporting, particularly on plurilateral agreements and dialogues

– develop relationships with key business, academic, regulatory and government stakeholders in the region and in the UK to support market opening work and maximise impact

– horizon-scan to identify possible new opportunities and risks arising from industry, consumer and political trends in the region

– contribute to the development of global DIT policy and processes for market access and regulatory diplomacy, including online tools, approaches to analysing and quantifying barriers and campaigning best practice.

– support the APAC and ASEAN Market Opening Counsellors in building capability in trade policy and market access across ASEAN and the wider region, through training, conferences and mentoring.

– manage the team budgets for travel, business hospitality and other operating costs, and possibly some programme budget

The jobholder will have access to the UK government’s extensive Trade Policy training offer, including online training, lectures, discussions and in-depth specialist courses. A wide range of training to develop personal competences is also available through the FCDO and DIT regional training centres.

  • Fluent in English language
  • Qualifications or experience in trade policy or regulatory work
  • Experience of working with government and business
  • Experience of matrix working with teams spread across several locations
  • Strong IT literacy including Powerpoint, Excel

  • Project management skills or experience
  • Strategic communications or campaign experience, building and implementing engagement plans to achieve objectives
