Main purpose of the job:

  • Work within a small team of Afghan interpreters and advisors (Local Liaison Assistants – LLA’s) assisting British mentors (ILO’s) from the National Crime Agency (NCA).
  • Facilitate liaison between NCA mentors at both the CNPA’s Intelligence and Investigations Unit (IIU) and at the British Embassy, Kabul (BEK) and Counter Narcotics Police Afghanistan (CNPA) officers, across all ranks.
  • Conduct translation and advisory duties for sensitive National Crime Agency activity and output.
  • Provide initial management for IT systems used at the IIU

Roles and responsibilities:

General Responsibilities: 

  • Generate reporting from a variety of IIU-sourced activity, utilising multiple computer-based programmes including Microsoft products (Word, Excel, PowerPoint) in support of NCA ILO’s.
  • Prepare and complete accurate written and verbal translations from Dari to English in support of IIU and NCA investigations in a time sensitive environment.
  • To proactively develop and maintain professional working relationships between all ranks of IIU officers and the NCA ILO’s.
  • To act as cultural advisors to NCA ILO’s to enhance ILO knowledge and understanding of cultural values so to improve interagency understanding and cohesion.
  • To assist in the delivery of training and mentoring processes.
  • Assist in increasing IIU officers’ awareness of the benefits of international cooperation and intelligence sharing, to identify and progress NCA strategic operational priorities. 
  • To develop a foundational working knowledge of Afghan legislation and judicial processes affecting narcotics, money laundering, corruption and bribery, to support IIU and NCA activity.

IT – Networking:

  • Maintain and administer site-specific computer network
  • Core maintenance of computer networks
  • Trouble shooting day-to-day network issues
  • Maintenance and improvement to hardware, software and related support systems.
  • Maintaining Intranet, extranet, Local Area Network (LAN) and Wide Area Network (WAN)

Interpretation/translation: 

  • Verbal interpretation of English to Dari, and Dari to English at meetings with a variety of governmental and non-governmental bodies.
  • Translation of documentation and reporting from English to Dari and Dari to English.

Communication:

  • Develop and maintain effective professional relationships with senior Afghan representatives from governmental and non-governmental bodies, to support NCA interaction with those individuals and organisations and in order to increase the profile of the NCA in Afghanistan.
  • Assist regular communications between NCA and BEK staff in order to support an efficient remote working environment.

Security

  • Participate in security protocols as directed by line management at work.
  • Engage positively and honestly with security guidance outside of work premises and working hours.

Language requirements: 

Language: English and Dari

Level of language required: Fluency, ability to translate consecutively or simultaneously.

Other skills / experience / qualifications: 

Essential on arrival: 

  • Fluency in English and Dari, written and spoken.
  • Professional background as an interpreter or translator for international governmental or non-governmental organisations (Minimum 3-4 years experience).
  • Working proficiency in Microsoft products (Word, Excel, PowerPoint) and popular computer programmes.
  • Strong knowledge of key national political infrastructure and personalities.

  • IT networking training certification: Certified Cisco Network Associate (CCNA), Microsoft Certified System Engineer (MCSE) or equivalent certification from a recognised body.
  • Demonstrable experience working in IT networking.
  • Experience in computer programming or coding.
  • Language skills – other local languages and dialects.

For external candidates, Gross salary will be $1824.50 per month with $150 transport and $150 medical allowances and additional allowance to be confirmed.
