The British Embassy in Rabat is seeking a Project Officer, grade B3 (L) to start as soon as possible.

This is an exciting opportunity to take up a key role in the British Embassy’s Political and Programmes team. The successful candidate will require strong statistical, strategic and project management skills, as well as a good understanding of the Moroccan political context for our work. This is a busy and interesting role which we are looking to fill with an individual who is self-driven, creative and willing to adapt to the requirements of the position, which may vary during their time at the Embassy.

You will lead on a key project which informs existing Embassy-wide work and future priority areas, coordinating a team of experts in analysing the data gathered and ensuring analysis and results are efficiently and effectively communicated across the Embassy, as well as to London-based colleagues. Similarly, and inversely the responsibilities of the project officer are to ensure that this analysis is used, engaging with colleagues to ensure that their work is context/conflict sensitive and takes these findings into account. As this role has only recently begun, you will often need to pro-actively seek out these opportunities.

There may be scope to expand your project management portfolio into other areas as we begin new projects, and potentially to lead on any “deep-dives” or other research requirements that data suggests need exploring. The role also involves supporting the Technical Assistance Fund for Morocco, ensuring we are using the fund effectively under the programme and the programme objectives, as well as leading on conflict sensitivity, ensuring our projects and overall programme adhere to conflict sensitivity requirements.

The Project Officer will work in close collaboration with the Programme and Political teams of the Embassy, other Project Officers and Implementing Partners.  

Main Duties and Responsibilities:

  • Developing and managing constructive relationships with UK government teams in Morocco and London, as well as external partners.
  • Become the conflict sensitivity focal point for the Embassy, responsible for Embassy-wide performance in this area and including training and general support in this area to all teams and implementing partners.
  • Working with data and research – keeping up to date contextual analysis, reviewing data and reports when they come out, providing analysis to Embassy teams and other key stakeholders.
  • Design, approval, contract management, and monitoring and evaluation of your projects.  
  • Drafting programme related briefings for senior colleagues including the Ambassador. 
  • Presenting the results of your projects to both internal and external audiences.
  • Seeking out new potential Technical Assistance (TA) projects that support the programme and wider embassy objectives.  
  • Developing and maintaining relationships built through the TA,  with the Moroccan government and government institutions. 
  • Scoping and developing new projects, based on the findings of the core project you are leading on, as well as using the findings to adapt existing work to better meet objectives.
  • Working with teams across the Embassy to ensure that your projects support their objectives.
  • Work with the Embassy’s media team to develop press lines in relation to your projects and look for ways to promote the Embassy’s programme work.

The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required. The job description may be reviewed to meet changes in business needs.

  • Fluent written and spoken in English, with an advanced level of French;
  • Able to express ideas and messages clearly and concisely, both orally and in written communication;
  • Advanced qualifications in development/political/programme management-related field;
  • Experience of working with civil society and international donors/institutions;
  • Knowledge of qualitative and quantitative data collection methods;
  • Good statistical skills with the ability to analyse and interpret complex data and present this in an easily digestible format;
  • Excellent communication skills and ability to work well with a variety of stakeholders including CSOs and consultants; familiar with conflict sensitivity concepts and risk management;
  • Ability to work as part of a team and independently; excellent attention to detail and experience in report writing;
  • Good use of Microsoft Excel, Word and Powerpoint.

  • Arabic language skills, experience of international development aid project administration;
  • Experience of international development aid financial administration;
  • Experience of UK aid financial management systems and processes;
  • MEL experience;
  • Experience of working on conflict sensitivity;
  • Experience in training others.

Working Hours and Remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a gross salary of MAD 23,446 per month, inclusive of all allowances. The contract will be for a full-time employment, on a fixed term basis for one-year.

Conditioned working hours for the position are 38 hours per week Monday to Friday. The Embassy encourages flexible working subject to operational need and line manager’s approval. Working from home at least once a week is encouraged as the norm. Independent working will be tested as a competence in interviews.

The Embassy has a strong commitment to learning and development and all staff are required to agree a learning and development plan with their line manager. There are mandatory training courses on arrival, job specific training:

  • Programme Management  
  • MEL training  
  • Conflict Sensitivity training
  • Gender Sensitivity training
