Consular staff all around the world assist British people overseas who need our help: for example, victims of crime, those in hospital or prison, those who have suffered bereavement, people who are particularly vulnerable, or during times of crisis.

This role supports the work of Consular staff across the Asia Pacific region. Reporting directly to the regional Director of Consular Services in Singapore, the jobholder provides essential support to help our consular staff to keep delivering these important services to British people.

The main areas of responsibility are:

  • To ensure consular staff have access to top quality learning and development opportunities;
  • To monitor and forecast the region’s consular budgets (approx. £500k in total);
  • To assist in business planning and reporting;
  • To oversee other services to the network, such as communications, through line management of a network coordinator.

The job would suit someone with a strong understanding of learning and development best practice; proven budget management expertise; good organisational skills; and line management experience.

Learning and Development (40%)

  • Collaborate with Consular L&D experts in the FCDO’s central consular function in London to design and develop new L&D products for global use.
  • Draw up a Learning Needs Analysis for the region. Evaluate L&D activities and events regionally.
  • Be the single point of contact for L&D enquiries in the Asia Pacific region, providing L&D advice to consular staff, drawing on advice from London experts.
  • Ensure that the APAC L&D offer to staff matches best practice in delivery methods and content. Use staff feedback to support improvements.
  • Promote L&D opportunities and foster a strong L&D culture across the region.
  • Develop and deliver specific learning and development elements where needed (eg VTCs).
  • Manage the participation of new staff in basic consular training in London.
  • Forecast and monitor spending of approx £120k L&D budget and approve claims from course participants.

Resource Management (35%)

  • Lead overall budget management of APAC Regional Budget (approx £500k), working with local budget managers to achieve full spend and accurate and timely reporting.
  • Develop draft budgets for the region annually based on past spend.
  • Ensure accurate allocation and monthly forecast information for APAC Network, using FCDO’s management tools;
  • Work with Consular Finance team in London to understand best practice in budget reporting and monitoring, and ensure that this is communicated clearly to the APAC network.
  • Provide support and expert advice for budget managers; support new budget managers
  • Run bidding / profiling / reviewing activity
  • Produce monthly Budget Summary reports to the Director.  Highlight budget risks/opportunities to Director and posts.

Team Leadership and Management Information (25%)

  • Line Manage A2(L) Network Coordinator (NC), quality controlling work and ensuring the network receives an excellent service.
  • Work with the NC to develop and deliver impactful communications and networking products.
  • Produce Management Information reports for the regional management board to monitor network performance. Make recommendations rising from interrogation of MI, supporting the regional management team to seek continuous improvements in performance.
  • Contribute to the regional Business Planning process, including supporting the Director in developing and communicating the APAC Consular Business Plan.

Resources managed:

Overall management of £500k budget. Line management of one staff member (Consular Network Coordinator).

  • Experience in L&D best practice, including developing and delivering training for an organisation.
  • Excellent IT and numeracy skills, including Excel; previous budget management experience.
  • Good organisational skills – a motivated self-starter.
  • Excellent communication skills

  • Line management experience
  • An understanding of the aims and objectives of Consular services
  • Ability to use budget management software (such as Hyperion or OBIEE).
  • Experience in events organisation

We offer a competitive package, which includes basic salary of SGD 4,359 per month and annual wage supplement [an additional 2 months’ salary paid out in December each year], 23-day annual leave entitlement in pro rata and insurance plan.
