With over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea (PNG), UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

How can you make a difference? 

Since the outbreak of the COVID-19 pandemic, the UNICEF Country Office in Papua New Guinea has received substantial donor contributions to support the Government’s response to the pandemic. The demand for communication support to manage donor relations and visibility has increased substantially due to increased COVID-19 related programmes including COVID-19 vaccination that UNICEF is facilitating through donor support. The purpose of this consultancy is to provide strategic support to the Communication section and the Office of the Representative in relation to donor management and visibility.

Under the general guidance of the Communication Specialist and in close cooperation with programmes, the consultant will support a broad range of communication activities to promote donor relations and visibility around COVID-19 related work.

Scope of Work:

This consultancy will focus on:

  • Development of high-quality communication assets
  • Management of donor communications and visibility
  • Provision of communication guidance and inputs for donor relations and management
  • Event management

Specific Tasks:

  1. Development of high-quality communication assets: Work closely with the communication section, C4D colleagues and programmes to develop, produce and edit written COVID-19 related communication materials. These include a monthly UNICEF COVID-19 Update, press releases, key messages, fact sheets, Q&As, media briefings and briefing notes, talking points/speeches for UNICEF management and other external communication products to support effective communication with internal and external stakeholders.
  1. Donor communications and visibility:  Manage communication support for donor requirements and demands such as drafting concept  notes, developing communication and visibility plans, writing human interest stories and providing editing, services for donor reports and other relevant documents. Support communication requests from   headquarters and regional office and promote communication assets on UNICEF social media channels and donor channels. Undertake regular field visits to collect information for content generation. Produce COVID-19 related content for social media channels.      
  1. Communication guidance and input for donor relations and editing donor reports:  Provide strategic communication and advocacy guidance and inputs to key program priorities, briefing notes, meetings and COVID-19 reports editing.
  1. Event Management:  Manage the planning and implementation of high-profile events to promote donor visibility, produce relevant assets and develop clear communication and media plans.

As a champion for every child, you will have… 

  • Advanced university degree in international relations, public relations, media, communication or other relevant discipline.  A First University degree combined with seven years relevant work experience may be accepted in lieu of an advanced degree.
  • Minimum of five years progressively professional work experience in external relations, public relations or communication and reporting.
  • Experience working in the development sector
  • Experience working in the communication sector or with communication media
  • Fluency in English.  Knowledge of local language is considered an asset. Ability to clearly and concisely express ideas and concepts in written and oral form.  Published written works may be requested for the assessment.
  • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organization.

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.

Applicants are required to include in their applications a financial proposal which includes a lumpsum amount for consultancy fees, local transportation and other miscellaneous costs. Breakdown or details of the fee will be much appreciated.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
