In addition to UNDP’s bilateral partnerships on nature climate and energy, UNDP is an accredited multilateral implementing agency of the Green Climate Fund (GCF), the Multilateral Fund (MLF), and the Global Environment Facility (GEF) which includes the Global Environment Facility Trust Fund (GEF Trust Fund); the Nagoya Protocol Implementation Fund (NPIF); the Least Developed Countries Fund (LDCF); and the Special Climate Change Fund (SCCF). As part of UNDP’s partnership with these vertical funds, UNDP provides countries specialized integrated technical services for eligibility assessment, programme formulation, capacity development, policy advice, technical assistance, training and technology transfer, mobilization of co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management services. The Nature, Climate and Energy Team focuses on managing the oversight of climate and environmental financial resources from global trust funds to catalyze and unlock other types of public and private financing for sustainable development. This includes oversight of the design as well as implementation phase of projects (together with Country Offices and Regional Bureaus), as well as portfolio level oversight and management.
Sound chemical and waste management could reduce the risks of exposure to hazardous chemicals and protect the human health and environment. UNDP Montreal Protocol/chemical Programme focuses on providing policy and technical advisory, design and implementation oversight of the chemical projects funded by Global Environment Facility, the Multilateral Fund, and bilateral donors. Chemical team is organized into a number of substantive technical teams with staff located in both HQs and UNDP’s Regional Hubs in Istanbul, Panama, and Bangkok. Currently, UNDP supports over 73 countries in meeting their obligations under the Montreal Protocol on Ozone Depleting Substances and its Kigali Amendment on HFCs, Stockholm convention on POPs, Minamata convention on mercury, as well as strategic approach of international chemical management (SAICM). Under the direct supervision of the Finance Specialist for the NCE/Montreal Protocol Chemicals Unit and overall guidance of the Director, Montreal Protocol Chemicals Unit, the Programme Associate will contribute to the overall execution of the NCE/MP Chemical unit’s operational services that support effective portfolio implementation oversight, management, and delivery.
The Programme Associate will work in close collaboration with the Operations and Programme teams in HQ, Regional Hubs, and country offices to resolve complex programme-related issues and to ensure consistent high-quality service delivery.
Duties and Responsibilities
Resource Management and Operational Support
Responsible for the revenue management business process from BU perspective ensuring coordination and follow up with BMS/GSSU teams, timely processing of signed bilateral agreements to facilitate GSSU actions, monitoring of payment and reporting milestones as applicable, follow-up with donors for transfer of funds, processing of funding received and transfer to relevant projects;
Assist in procurement of goods and services as relevant and support the procure to pay processes within the context of the ICF;
Verify supporting documents and process payments on the basis of certified payment requests and invoices submitted by MPU teams when authorized to be charged to the approved management budget and global project budgets managed by MPU;
Advise team members in the correct use of budget chart-fields and correct procedures for processing of transactions;
Maintain files and records of payments and other project financial transactions and supporting documentation in accordance with the Internal Control Framework and Financial Rules and Regulations;
Support resources oversight, budgeting and expenditure control processes for overall MLF portfolio, bilateral projects, and GEF Chemicals global projects. Conduct periodic review of project exception reports and liaise closely with country offices, Office of Financial Resources Management, and other relevant stakeholders to resolve issues and take appropriate corrective action;
Initiate and follow up with country offices for the financial closure of operationally completed projects within mandated time frames to meet the reporting requirements of UNDP and relevant donors;
Support the monitoring of the automated cost recovery processes for General Management Support (GMS) fees, ensuring that the donor approved rates are correctly updated on the MP GMS page for new projects (awards) and exceptions are addressed with country offices for projects that combine outputs with different rates and same donor under the same award, for instance, and manual adjustments, if applicable are processed;
Prepare financial and travel authorizations to country offices and regional teams as applicable;
Prepare adjusting journal entries for income and expenditure required to transfer resources/expenditure between projects or to correct errors.
Expected Results: Effective support to portfolio implementation and accurate and timely reporting on the use of approved resources in line with UNDP and donor requirements.
Administrative management and monitoring of global projects
Responsible for the administrative management and monitoring of global projects, ensuring timely allocation of resources to support implementation of activities;
Set up initial budgets on the basis of approved project documents and process revisions based on annual work-plans from programme managers ensuring accuracy of data recorded in the corporate project management systems, and associated project documentation is in accordance with the Financial Regulations & Rules of UNDP and respective Vertical Funds;
Monitor expenditure and resource balances to ensure these are in line with approved funding, review and make recommendations for corrective action as appropriate;
Assist in the compilation and review of portfolio reports on the status of administrative and programme budgets. Highlight any issues or errors for further analyses and decision-making;
Prepare draft checklists for review to support operational and financial completion of global projects and close projects on the basis of final checklists;
Assist in the formulation and preparation of the unit’s annual operating budget funded by MLF core unit and earned fees. Assist with monitoring and follow up on centrally issued allocations.
Expected Results: Effective administrative oversight and monitoring of global projects from signature of project document to closure.
Programme Implementation Oversight and Country Office Support
Support the Delegation of Authority process for approved projects and issuance of allocations based on approved project documents for new projects, substantive revisions for new tranches and annual work plans for ongoing projects;
Assist COs and programme teams with portfolio-related questions pertaining to financial and budget management, and availability of resources;
Responsible for the preparation and analysis of periodic delivery reports and annual donor financial progress report and other reports as required.
Expected Results: Timely support to facilitate initiation of implementation of approved projects and effective implementation support.

Required Skills and Experience
Education
Secondary education with at least 7 years of relevant experience is required preferably with specialized certification in Business or Public Administration, Finance or related areas;
A Bachelor’s degree in Business Administration, Public Administration, Finance, Accounting or other closely related field with at least 4 years of relevant experience will also be accepted.
Experience
Minimum of 7 years of experience, (or 4 years with a Bachelor’s degree) in resources management, budget management, programme/project management or Administrative support functions;
Experience in portfolio oversight and administrative monitoring and reporting is required;
Experience in the usage of computers and office software packages (MS Word, Excel)
Database management experience is a plus;
Good knowledge of an ERP System (such as Atlas) and UNDP Procurement, Finance and/or Accounting structure will be considered an advantage;
Familiarity with resource management and administration policies and guidelines under the MLF and GEF desirable.
Language Requirements
Fluency in written and spoken English;
Proficiency in other UN languages is an asset.
