The COVID-19 pandemic has shone a spotlight on hand hygiene, representing an opportunity to place hygiene at the heart of strategies to protect global health, to ensure that affordable products and services are available when needed, and to embed a culture of hygiene in our society. 

UNICEF, World Economic Forum, World Bank and WHO are mobilizing private sector actors to collectively address the immediate, medium and long-term barriers for establishing handwashing facilities and services to support the 3 billion people who do not have access to hand hygiene facilities and cannot wash their hands regularly. Collaboration across sectors is needed in order to increase access to hygiene facilities in all public and private spaces, including schools, health care facilities, workplaces, markets, places of worship, public transportation hubs and homes. 

As part of this initiative, UNICEF and the World Economic Forum have launched a project focused on “Rebuilding markets and catalyzing supply chains” in order to produce, manufacture and distribute handwashing facilities to places that are most in need. Ensuring fit-for-purpose hand hygiene facilities – in particular for the most vulnerable populations – is essential to preventing spread of the virus and protecting populations from future pandemics.  

Globally, there is a unique opportunity to address the gaps in the market and scale up local manufacture of key commodities. Yet business as usual approaches will not meet these needs in the time and for the scale required. New thinking and collaborative models are required. Working with a range of both public and private partners, this project aims to accelerate the distribution and delivery chain of innovative and affordable products to key markets in the smartest, most efficient means possible. The project will follow a two-phased approach:

  • Phase 1—Responding to urgent needs in the immediate term: Work with a group of global and local public and private actors to equip key vulnerable public settings—schools, healthcare facilities, workplaces—with bundled handwashing solutions in 3-4 priority countries. Following initial procurement-based strategies, the group would work to advance the availability of market ready hand hygiene product solutions in retail markets.   
     

  • Phase 2—Adapting for future pandemics systemically in the long term: Create demand and supply for handwashing solutions across multiple settings and sectors to incentivize local adoption in the 3-4 priority countries, by strengthening supply chains and building a network of local retailers and producers.

How can you make a difference?

UNICEF is seeking to work with an experienced consultant to project manage the “Rebuilding markets and catalyzing supply chains” initiative and coordinate amongst the various actors both within the three target countries and across them. The consultant would participate in regular core team meetings with UNICEF and the World Economic Forum to continue conceptualizing the initiative; developing in-country strategies; engaging partners and key stakeholders; and supporting efforts to bring new actors on board.  

MAIN TASKS  

The consultant will be responsible for the following scope of work: 

  1. Lead project management and coordination: Work with UNICEF and the Forum to develop a detailed project plan and lead coordination with other participating public and private organizations to manage timelines, project proposals, deliverables, etc.    

  1. Support conceptualization and design of overall initiative: Work with the core project team to continue to shape and design the overall initiative, project concept, implementation model, and business case for both global and local partners.   

  1. Manage key aspects of stakeholder engagement and consultations: Support the core project team to consult key stakeholders and gather inputs for the project concept and workstreams.   

  1. Develop supply and distribution strategies and project plans in 3-4 target countries: For each of the target countries, support the information gathering/needs assessment process; stakeholder engagement and consultations; creation of country level coalition of partners; and development of market entry and expansion strategy 

  1. Engage and mobilize key partners: Support outreach to global and local public and private sector partners to gather their inputs and expertise, make use of their networks, and for potential partnership in one or more of the target countries.

ESTIMATED DURATION OF THE CONTRACT AND PROPOSAL 

120 working days within the period of 11.5 months, tentatively starting on 1 December 2020. 

REPORTING TO   

Advocacy and Policy Manager, Multi-Stakeholder Platforms, Partnerships, PFP 

WORKPLACE 

Consultant is expected to work mostly remotely.  

To qualify as an advocate for every child you will have…

  • Education: A master’s degree in Business Administration or International Development or other related areas is required. Alternatively, a first level university degree with qualifying experience may be accepted in lieu of the advanced degree.
  • 8 years of relevant working experience in consultancy services with a specialized focus on associated fields (water, sanitation and hygiene; private public partnerships; complex project management and coordination; market shaping/development; market entry and expansion; resource mobilization; humanitarian procurement strategies; supply chain management and logistics, etc.) is required.  

  • The consultant should be able to provide evidence of competencies in: 

  • Strategy design and development 

  • Project management 

  • Professional writing and fluency in English 

  • Working under limited supervision with the ability to deliver on time and on budget 

  • The ideal candidate should have experience working with the private sector and relevant work experience on supply chain management, logistics and procurement. 

  • Fluency in English is required.
